403 <br />REGULAR MEETING <br />OCTOBER 17, 1983 <br />The letter further stated that the Mishawaka Evening <br />Exchange Club is soliciting donations specifically earmarked <br />for the Crime Stoppers Program and the Club has received <br />authorization from the Board of Directors of Crime Stoppers <br />to use its name_.in the solicitations. All solicitors will <br />be members of the Exchange Club. It was noted that the <br />Club had originally requested to solicit on October 22, 1983, <br />but due.to that weekend being a Notre Dame home football <br />game weekend, that request was denied. Upon a motion made <br />by Mr. Hill, seconded by Mr. Leszczynski and carried, the <br />above request was approved. <br />APPROVE RECOMMENDATION TO DENY TAXI DRIVER'S LICENSE <br />In a letter to the Board,. Mr. Joseph E. Kernan, City <br />Controller, submitted his recommendation for denial of <br />th,e taxi driver's license application of Mr. 0. C. <br />Dickerson, 3816 Eastmont Drive, South Bend, Indiana based <br />on the Police Department's investigationandsubsequent <br />recommendation for denial because incomplete information <br />was provided on the application. Upon a motion made by Mr. <br />Hill, seconded by Mr. Leszczynski and carried, Mr. Kernan's <br />recommendation to deny the license was approved. Mr. <br />Dickerson.will be notified of the denial and given the <br />opportunity to request a public hearing on the matter. <br />APPROVE LICENSE APPLICATION - SECONDHAND DEALER <br />Mr. Leszczynski advised that a license application was <br />received from Mr. James F. Reaves, 2416 Milburn Blvd., <br />Mishawaka, Indiana, to operate a secondhand dealer shop <br />called U.S. Amvets, Inc. at 1015 South Michigan Street, <br />South Bend, Indiana, for the purpose of selling clothes, <br />small appliances, etc. He further advised that favorable <br />reports have been received from the Polic Department, Fire <br />Department, Department of Code Enforcement and the Bureau <br />of Traffic and Lighting. Upon a motion made by Mr. <br />Leszczynski, seconded by Mr. Hill and carried, the above <br />license application was approved and referred to the <br />Deputy Controller's Office for issuance. <br />APPROVE CONTRACTOR'S BONDS <br />Mr. Melvin Humphrey of the Engineering Department recom- <br />mended the Contractor's Bond of Garden Homes by E.L., <br />Inc. be approved retroactive to October 12, 1983 and Mr. <br />Ray S. Andrysiak, P.E., Engineering Department has recom- <br />mended that the Contractor's Bond of Dobbin Industrial <br />Construction, Inc. be approved effective October 17, 1983. <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. <br />Hill and carried, the above Contractor's Bonds were approved. <br />APPROVE HANDICAPPED PARKING PERMITS <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill <br />and carried, the following five (5) handicapped parking <br />permit applications were approved and referred to the <br />Deputy Controller's Office for issuance of permits: <br />William P. McManus, 1143 E. Dayton, S.B. <br />Joseph Miller, 1711 Churchill, S.B. <br />Ray M. Strader, 23735 Kern, S.B. <br />James W. Taylor, 1622 Cedar, S.B. <br />Roberta Kmetz, 15385 Old Bedford Tr., Mish. <br />FILING OF ENVIRONMENTAL CLEAN-UP OF LOTS REPORT <br />A report from the Department of Code Enforcement indicating <br />that a total of ninety-four (94) properties were cleaned from <br />October 10, 1983 to October 14, 1983 was submitted. Upon a <br />motion made by Mr. Leszczynski, seconded by Mr. Hill and <br />carried, the above report was filed. <br />
