398 <br />REGULAR MEETING <br />OCTOBER 17, 1983 <br />Mr. Bud Weldy indicated that it is his intention to serve <br />the public and that no one running a limo service runs a fixed <br />route. <br />Mr. Roger Woods asked for a clarification of the term central <br />office stating that it was his understanding that the office <br />had to be available for service. <br />Mr. Terry Smith, 118 North Illinois, South Bend, Indiana, <br />additionally asked for a clarification of the term "central <br />office." <br />Mr. Roger Woods additionally inquired about the dispatching <br />of vehicles between the hours of 12 midnight and 6 a.m. and <br />what happens when the company does not have a vehicle available. <br />Board Attorney Carolyn V. Pfotenhauer read twice the applicable <br />section in the taxi cab license ordinance which is as follows: <br />"Holders of certificates of public convenience <br />and necessity shall maintain a central place of <br />business and keep the office open twenty-four <br />(24) hours a day for the purpose of receiving <br />calls and dispatching cabs. They shall answer <br />all calls received by them for services inside <br />the corporate limits of the City as soon as they <br />can do so. If the services cannot be rendered <br />within a reasonable time they shall then notify <br />the prospective passengers how long it will be <br />before the call can be answered and give the <br />reason therefor." <br />City Attorney Richard L. Hill advised that the City would be <br />monitoring the operations for non-compliance with ordinance <br />requirements. <br />Upon a motion made by Mr.. Hill, seconded by Mr. Leszczynski and <br />carried,.the public hearing on this matter was closed. <br />In conclusion, Board Attorney Carolyn V. Pfotenhauer asked <br />the following questions of Mr. Bud Weldy of United Limo, Inc. <br />and Mr. Arwell Montgomery of Airport Limousine Service to <br />which both gentlemen answered YES to all questions. The <br />questions asked were (1) It is our understanding that you <br />are not operating on a fixed route- is that correct? (2) <br />Are your vehicles available for hire at the airport? (3) <br />Do you understand that you must maintain a central office? <br />(4) Do you understand that you must provide proof of <br />liability insurance coverage? (5) Do you understand that <br />the vehicles must have identification on them indicating <br />the company name? (6) Do you understand that you are <br />required to have the vehicles that are not on a fixed route <br />metered and inspected? Mr. Bud Weldy asked if an extension <br />of time could be granted to comply with all of the above. <br />He was informed that a reasonable amount of time will be <br />given. <br />Board Attorney Carolyn V. Pfotenhauer addressed Mr. Mark <br />Campbell of National Limo Service, Inc. and Mr. Campbell <br />indicated that his is an executive limousine service carrying <br />up to eight (8) passengers. He has a 2 hour minimum charge <br />with a $40.00 deposit and one day advance notice requirement.. <br />He indicated that he is available for weddings and funerals. <br />He does not operate on a fixed route but he is not for hire <br />on the street and in order to hire him his office must be <br />called. But, he occasionally sits at the airport waiting to <br />be hired when he has not been chartered for something else. <br />n <br />1 <br />
