395 <br />REGULAR MEETING IOCTOBER 17, 1983 <br />The regular meeting of the Board of Public Works was convened <br />at 9:35 a.m, on Monday, October 17, 1983, by President John <br />E. Leszczynski, with Mr. Leszczynski and Mr. Richard L. Hill <br />present. Board member Joseph E. Kernan was .not in attendance. <br />Also present was Assistant City Attorney Carolyn V. Pfotenhauer. <br />PUBLIC HEARING AND APPROVAL OF CERTIFICATE OF PUBLIC <br />CONVENIENCE AND NECESSITY APPLICATIONS FOR UNITED LIMO, INC. <br />AND AIRPORT LIMOUSINE SERVICE AND CONTINUATION OF APPLICATION. <br />OF NATIONAL LIMOUSINE SERVICE, INC. <br />Mr. Leszczynski advised that this was the date set for the <br />Board's public hearing on the applications for. Certificate <br />of Public Convenience and Necessity for the following: <br />United Limo, Inc. <br />10844 McKinley <br />Osceola, Indiana 46561 <br />Airport Limousine Service <br />3801 Riverside.Drive <br />South Bend, Indiana. <br />National. Limousine Service, Inc. <br />2420 Prast Boulevard <br />South Bend, Indiana <br />The Clerk tendered proofs of publication of Notice in the <br />South Bend Tribune and the Tri-County News which.were found <br />to be sufficient. <br />Mr. Walter Jones, 1608 North Sheridan, South Bend, Indiana <br />on behalf of Roseland Cab addressed the Board. Mr. Jones <br />stated that the limo companies are actually doing a taxi. <br />cab service but to issue taxi cab licenses is not the <br />answer to the problem. He stated that it is his company's <br />opinion that the limo companies should provide limo services <br />and cab companies should provide taxi cab services. He <br />asked if there really was a need for more taxi cab service <br />in South Bend. <br />Mr. Loyd V. (Bud) Weldy, 5110 Breezewood, Mishawaka, Indiana, <br />President of United Limo, Inc., 10844 McKinley, Osceola,. <br />Indiana, addressed the Board and stated that he was <br />originally under the opinion that his company had intra- <br />state authority but will do what it takes to comply with <br />the City ordinance if required to do so. <br />Mr. Roger Woods, 1410 Viking, addressed the Board and <br />indicated that with a limo service the use of a meter is <br />of little or no value when transporting seven or more <br />passengers or five or more passengers to five different <br />locations. He stated that the City should possibly look <br />at changing the ordinance concerning pick-up and delivery. <br />He further stated that limos are not adequate transportation <br />to the grocery store or the laundromat and therefore are not <br />a taxi cab service. <br />Mr. Loyd S. (Steve) Weldy, 2301 Union Avenue, South Bend, <br />Indiana, Vice -President or United Limo, Inc., 10844 McKinley, <br />Osceola, Indiana, asked on what basis the Boord will either <br />grant or deny Certificates of Public Convenience and Necessity. <br />'Mr. Mark Campbell, Vice -President of National Limousine <br />Service, Inc., 2420 Prast Blvd., South Bend, Indiana, indicated <br />that 90% of his business is charter business for weddings and <br />funerals. He indicated that the Citv should have a separate <br />ordinance regulating limo services. <br />
