299. <br />REGULAR MEETING <br />JULY 18. 1983 <br />AWARD BID - SIGNALIZATION OF ORANGE STREET & COLLEGE <br />STREET AND COLFAX AVENUE & WALNUT STREET INTERSECTIONS <br />In a letter to the Board, Mr. Neil A. Shanahan, Manages, <br />Bureau of Public Construction, recommended the Board award <br />the bid of Trans Tech Electric, Inc., P.O. Box 3915, South <br />Bend, Indiana in the amount of $47,449.20 for the above <br />referred to project. Mr. Leszczynski advised that bids <br />for this project were opened at the Board meeting held on <br />July 11, 1983. Upon a motion made by Mr. Leszczynski, <br />seconded by Mr. Hill and carried, the above bid was awarded. <br />APPROVE RETRACTION OF AWARD OF BID PURCHASE OF PAINT <br />AND THE INSPECTION AND SPECIFICATION OF THE TYPE OF <br />PAINT TO BE USED ON D14ELLING HOUSES RECEIVING ASSISTANCE <br />UNDER THE NEIGHBORHOOD PAINT -UP PROGRAM <br />Carolyn Pfotenhauer advised -the Board that bids for the <br />Bureau of Housing paint -up program were opened b.y,the <br />Board on June 27, 1983 and the bid was awarded at that time <br />to SCM Glidden Coatings & Resins., 524 South Michigan Street,. <br />South Bend, Indiana in the total amount of $239.49. Since <br />that -time, it has come to the attention of the City Attorney's <br />office that the paint specifications were tied to one specific <br />brand of paint, making it impossible for anyone bidding any <br />other brand to meet specifications. The specifications utilized <br />are therefore void under Indiana law.because they unduly limited <br />competition. The bid awarded based on void specifications is <br />therefore also void and it is the recommendation of the City <br />Attorney's office that the Board retract its award to SCM <br />Glidden Coatings and Resins onthat basis. Upon a motion <br />made by Mr. Leszczynski, seconded by Mr. Kernan and carried, <br />the recommendation of the City Attorney's office to retract <br />the above bid was approved. Carolyn Pfotenhauer additionally <br />stated that the Bureau of Housing will be going out for <br />proposals for paint for this program and all bidders will <br />be contacted and given an opportunity to present a proposal. <br />APPROVE COMMUNITY DEVELOPMENT CONTRACTS AND ADDENDUM <br />The following Community Development contracts and addendum.. <br />were presented to the Board for approval: <br />SOUTH BEND HUMAN RIGHTS COMMISSION <br />HUMAN RIGHTS STAFF ATTORNEY ACTIVITY <br />Community- Development Block Grant Funds will be utilized by <br />the Human Rights Commission to enable the agency to contract <br />for legal services designed to identify and eliminate barriers <br />to equal opportunities, fair housing and minority business <br />participation. The total cost of this activity shall not <br />exceed $6,000.00 for personnel costs. <br />YOUTH SERVICE BUREAU <br />NEIGHBORHOOD YOUTH INVOLVEMENT.ACTIVITY <br />The targeted goal o this activity is to develop a Youth <br />Council of eight or more teens which will assess and <br />prioritize neighborhood problems. To provide these youths <br />with problem solving and organization skills. <br />The total cost of this activity shall not exceed $10,000.00. <br />NATIONAL BANK & TRUST <br />SOUTH BEND HOME IMPROVEMENT LOAN ACTIVITY <br />Community Development Block Grant Funs will be utilized <br />by the National Bank & Trust Company to guarantee 10% <br />home improvement loans made to eligible low and moderate <br />income households. <br />The total funds to be deposited with the Agency in <br />connection with the South Bend Home Improvement Loan <br />Activity shall not exceed $14,468.00. <br />
