REGULAR MEETING DECEMBER 28, 1982 <br />Mrs. Katherine Barnard, Director of the Neighborhood Code Enforce- <br />ment Office, advised that, in accordance with the ordinance <br />regulating scrap yards, inspections had been conducted by her <br />department for those scrap yards in which applications for 1983 <br />licenses had been received. She noted that 17 scrap dealers had <br />applied for their 1983 licenses, and she stated that 15 of the <br />currently -licensed scrap dealers as noted in the above resolu- <br />tion were found to be in compliance with applicable laws. She <br />stated that South Bend Baling and Iron Company was in compliance <br />except for the painting of the required fence along the north <br />and south sides of the property, and she recommended approval <br />of a 1983 license and an extension to May 1, 1983, for the <br />painting of the fence. In the case of Hurwich Iron Company, <br />1610 Circle Avenue, and Super Auto Salvage, 3300 South Main, <br />she stated that the yards were not yet in full compliance but <br />would be within the next two weeks. She was hopeful the Board <br />could act upon those two applications at its first or second <br />meeting in January so that a favorable recommendation could <br />be sent to the Council for action at its first meeting in <br />January. It was noted that South Main Auto Parts, 1819 South <br />Main Street, had not as yet applied for its 1983 license <br />because the company was not yet in operation. Mr. Leszczynski <br />stated that, in addition to the inspections conducted by the <br />Neighborhood Code Enforcement Office, the Fire Prevention <br />Bureau also conducted an inspection of the above scrap yards <br />and found no violations of the fire code. He noted that <br />copies of the inspection reports were attached to the original <br />applications. Mr. Leszczynski asked Mrs. Barnard if she had <br />contacted the Council's committee dealing with scrap yards to <br />inform it of the favorable inspections and the fact that the <br />Council would be asked to approve issuance of the licenses at <br />its first meeting in January. Mrs. Barnard advised that she <br />would be contacting the Council members concerning the matter. <br />Upon a motion made by Mr. Kernan, seconded by Mr. Hill and <br />carried, the above Resolution No. 31, 1982, recommending <br />Council approval of license renewals for various scrap dealers <br />was adopted, and the Clerk was instructed to prepare the <br />necessary Council resolution for final action by that body at <br />its first meeting in January. <br />ADOPTION OF RESOLUTION NO. 32, 1982 <br />RESOLUTION NO. 32,-1982 <br />WHEREAS, the City of South Bend through its Emergency <br />Medical Services Department, furnished ambulance services <br />to the persons listed on the attached documents; and <br />WHEREAS, these persons have been charged for the <br />emergency services that were provided by the City; and <br />WHEREAS, the charges have not been paid to the City <br />of South Bend after at least three notices were sent <br />to the person who received the services; and <br />WHEREAS, Midwest Collection Agency has made every <br />attempt to collect the aforementioned charges, and has <br />not been successful; and <br />WHEREAS, the Indiana State Board of Accounts has <br />instructed the City to write off all uncollectible <br />accounts after every attempt to collect them has been <br />made; and <br />WHEREAS, the City of South Bend by and through its <br />Board of Public Works desires to write off the accounts <br />listed on the attached documents; and <br />
