71 <br />REGULAR MEETING <br />DECEMBER 13, 1982 <br />FILING OF CERTIFICATE OF INSURANCE <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Kernan <br />and carried, the Certificate of Insurance for McCormick & <br />Company, Inc., et al, was filed. <br />APPROVE EXCAVATION BOND - LOUIS SEAGO & SONS REMODELING SERVICE <br />Mr. Ray S. Andrysiak recommended approval of the Excavation <br />Bond of Louis Seago & Sons Remodeling Service Upon a motion <br />made by Mr. Leszczynski, seconded by Mr. Kernan and. carried, <br />the Bond was approved. <br />FILING OF STREET LIGHT OUTAGE REPORT <br />The report indicated a total of 21 outages for the period of <br />November 19, 1982, through December 9, 1982. Upon a motion <br />made by Mr. Leszczynski, seconded by Mr. Hill and carried, <br />the report was filed. <br />APPROVE CLAIMS <br />Mr. Elroy J. Kelzenberg, Director of the Michiana Area CETA <br />Consortium, submitted purchase orders totalling 3 to be paid <br />out of FY 1982 funds, and 29 purchase orders to be paid out <br />of FY 1983 funds. Chief Deputy Controller Sherrie L. Petz <br />submitted Claim Docket No. 23706 through No. 24550 and <br />recommended approval. Upon a motion made by Mr. Leszczynski, <br />seconded by Mr. Hill and carried, the reports were filed <br />and the claims approved. <br />REQUEST FOR GUARDRAIL AT CITY CEMETERY REFERRED <br />Mr. Robert Niezgodski, Cemetery Sexton, appeared before the <br />Board, requesting installation of a guardrail at the City <br />Cemetery at Walnut and LaPorte to protect it from continuing <br />damage as the result of vehicular accidents. He stated that, <br />since the city cemeteries fall under the jurisdiction of the <br />Board of Works, he was requesting that consideration be given <br />by the Board to the installation of a guardrail. He explained <br />that several sections of the fence have been damaged and <br />destroyed as a result of eight accidents since September 1, <br />1976, seven of which occurred on the LaPorte Street side. <br />He advised that the city was able to collect insurance on <br />only four of the accidents. He felt that the money spent <br />in 1981 to paint and sand the wrought iron fence was being <br />wasted, and he recommended that a guardrail of some sort <br />be installed to protect the fence. He advised that the <br />Stewart Fence Company, manufacturers of the particular <br />fence, was no longer in business and he had only a few <br />sections of fence left for replacement. Mr. Niezgodski <br />stated that the neighborhood organization and the Historic <br />Preservation Commission wanted to preserve the fence, and <br />he felt the only way to do this would be to construct some <br />sort of guardrail. He stated that there was sufficient money <br />in the Cemetery Trust Fund which could be used for capital <br />improvements. He reminded the Board that, in 1979, the <br />city administration had wanted to tear down the wrought <br />iron fence and install a chain link fence, but the neighborhood <br />assocation had objected vehemently and the idea was scrapped. <br />Mr. Kernan asked how much money one section would cost to <br />repair or replace. Mr. Niezgodski stated that only one column <br />support would cost approximately $556.00, and this particular <br />area of the fence which needed repair as a result of the <br />latest accident would cost over $1,000.00. He estimated <br />that there was 1,245 lineal feet of fence on LaPorte and <br />547 lineal feet of fence on Walnut. Mr. Hill was concerned <br />that there might be objection on the part of the residents <br />to the construction of a guardrail. Mr. Niezgodski advised <br />that the residents agree that something must be done to <br />
