45 REGULAR MEETING NO.VEMBER 15, 1982 APPROVE TRAFFIC CONTROL DEVICES Mr. Ralph J. Wadzinski, Manager of the Bureau of Traffic and Lighting, recommended approval of the following traffic control devices: INSTALL NO PARKING ANY TIME Ardmore Trail - Bendix to approximately 150' west of Sheridan, both sides of street. REVISE TO NO PARKING THIS SIDE - East side of 100 N. Niles Avenue, south one-half block. INSTALL NO PARKING THIS SIDE — Side of*300 LaMonte. REMOVE 2 HOUR PARKING 6AM - 6PM - East side of 500 N. Michigan, north one-half block. REMOVE 30 MINUTE PARKING - 1406 Western. Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, the above traffic control devices were approved. APPROVE LICENSE APPLICATION A license application for the Community Coordinated Child Care of St. Joseph County for the sale of hot chocolate during the Holiday Parade to be held on Saturday, November 20, 1982,.was submitted. The organization requested the use of one of the city's tents to set up a stand in the area near the Robertson's stage. The Clerk advised that Mr. John Kagel of the Downtown South Bend Council, sponsors of the Holiday Parade, were of the opinion that the stand would be a welcome addition to the parade and recommended Board approval of the Open Air Stand License to permit the sale of hot chocolate. It was noted that an inspection by the Health Department would be conducted that morning to make certain all applicable health rules and regulations regarding the handling of food were being followed. The required Certificate of Insurance needed to conduct this activity on city property was also submitted. Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, the request was approved, FILE ENVIRONMENTAL CLEAN-UP OF LOTS A list containing 39 lots ordered cleaned by the Director of the Neighborhood Code Enforcement Office was submitted. It was noted that property owners had been advised to clean up the lots and had failed to do so. Upon a motion made by Mr. Leszczynski, seconded by Mr. Kernan and carried., the environmental list was filed. APPROVE HANDICAPPED PARKING PERMITS Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, the following handicapped parking permits were approved and referred to the Deputy Controller's Office for issuance: Lera M. Beebe, 1347 Mishawaka, S.B. Evadna Kruszewski, 406 E. Eckman, S.B. Ernest E. Scott, 57349 Chamberlain, Olive LeCount, 811 E. Dubail, S.B. Devon Garrett, 2046 Berkley, S.B. The application for Ivel Palmiter, 2703 Corby, South Bend, Indiana, for a handicapped permit for a golf cart was referred to the Legal Department for review of the ordinance to determine if the permit could be issued for use of such a vehicle.
