1 11NLMJ <br />REGULAR MEETING NOVEMBER 15, 1982 <br />REQUEST FOR TWO-HOUR PARKING AT 130 W. PARK LANE REFERRED <br />A request was received from Dr. James E. Farner for a two-hour <br />parking zone in front of his office at 130 West Park Lane <br />which was necessitated because of the fact that Memorial <br />Hospital employees park in that location for eight hours and <br />longer at a time. Upon a motion made by Mr. Leszczynski, <br />seconded by Mr. Kernan and carried, the request was referred <br />to the Bureau of Traffic and Lighting for review and recommendation <br />APPROVE LaSALLE STREET SIGNALS, HOLIDAY RUN AND INSTALLATION <br />OF CABLE OVER LAFAYETTE STREET BY INDIANA ELECTRONICS <br />Mr. Ralph J. Wadzinski, Manager of the Bureau of Traffic and <br />Lighting, recommended the modification of signal timings at <br />the intersection of LaSalle and Hill Street,. and LaSalle and <br />Niles Avenue, to better facilitate traffic movements resulting <br />from the closing of the Colfax Bridge. It was noted that the <br />change would allow eastbound and eastbound left turn to run <br />separately followed by westbound and then north/southbound. <br />Mr. Wadzinski also recommended favorably the request of St. <br />Joseph's Medical Center to conduct a one -mile run immediately <br />prior to the Holiday Parade scheduled for Saturday, November <br />20, 1982, starting promptly at 8:30 a.m., in accordance with <br />the following route: <br />Beginning in the 200 block of West Washington Street <br />in front of the Americana Inn, proceeding west to <br />Franklin Place; Franklin Place to Jefferson; <br />Jefferson to Service Court 5; Service Court 5 to <br />Washington; Washington to Franklin; Franklin to <br />Jefferson and ending in front of the County -City <br />Building. <br />It was noted that at 8:50 a.m., the recommendation was made to <br />close the intersection of Franklin Place and Jefferson to all <br />pedestrian and vehicular traffic, and all race -connected <br />paraphernalia shall be removed from the street in front of <br />the County -City Building. At the same time, the first unit of <br />the parade will move into the area. Mr. Leszczynski advised <br />that the County Commissioners had approved the use of the <br />County -City Building Lobby to register race participants at <br />7:00 a.m. Mr. Kernan noted that publicity for the race <br />indicated a starting time.of 8:40 a.m., and the Bureau of <br />Traffic and Lighting was requesting the Board to approve a <br />starting time of 8:30 a.m..in order to accommodate the marshalling <br />and start of the Holiday Parade. He called attention to the <br />change in time to 8:30 a.m. <br />In response to a request by Indiana Electronics to install a <br />telephone cable over Lafayette Street in the vicinity of <br />Hamilton's Body Shop, Mr. Wadzinski advised that he could see <br />no obstruction to traffic created by the proposed installation <br />of the overhead cable which would be installed at the same <br />height as the existing cable in that location. A question <br />was raised as to the liability involved in constructing a cable/ <br />wire over public right-of-way. <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Kernan <br />and carried, the modification in traffic signals on LaSalle <br />Street was approved; the 1-mile run sponsored by St. Joseph's <br />Medical Center in conjunction with the Holiday Parade to be held <br />on November 20, 1982, was approved as recommended; and the <br />installation by Indiana Electronics of a telephone cable over <br />Lafayette Street to Hamilton's Body Shop was approved subject <br />to the execution by Indiana Electronics of a Hold Harmless <br />Agreement indemnifying the city from all claims and liability <br />as a result of the cable. <br />1 <br />1 <br />1 <br />
