3 <br />REGULAR MEETING NOVEMBER 15, 1982 <br />The regular meeting of the Board of Public Works was convened <br />at 9:30 a.m., on Monday, November 15, 1982) by President <br />John E. Leszczynski, with Mr. Leszczynski, Mr. Richard L. <br />Hill and Mr. Joseph E. Kernan present. Also present was <br />Assistant City Attorney Carolyn Pfotenhauer. <br />MINUTES OF PREVIOUS MEETING APPROVED <br />Upon a motion made by Mr. Kernan, seconded by Mr. Leszczynski <br />and carried, the minutes of the November 8, 1982,'regular <br />meeting of the Board were approved as submitted. <br />OPENING OF BIDS - 1983 POLICE PATROL CARS <br />This was the date set for receiving bids for the purchase of <br />35 police patrol cars. The Clerk tendered proofs of publication <br />of notice in the South Bend Tribune and the Tri-County News <br />which were found to be sufficient. The following bids were <br />opened and publicly read: <br />Basney Ford Bid was signed by James A. Basney, <br />P. 0. Box 2499 non -collusion affidavit was in order, <br />South Bend, Ind. 46680 and a 10% bid bond was submitted. <br />35-1983 Ford Crown Victoria "S" 4 Door <br />Sedans at $9,855.97 each $344,959.00 <br />Gates Chevrolet Corporation Bid was signed by Charles J. Lindzy, <br />P. 0. Box 4056 non -collusion affidavit was in order, <br />South Bend, Ind. 46634 and a 10% bid bond was submitted. <br />35-1983 Chevrolet Malibu 4 Door Sedans <br />at $8,904.00 each $311,640.00 <br />Bud Wolf Chevrolet Bid was signed by Andrew H. Wolf, <br />1045 Broad Ripple Avenue non -collusion affidavit was in order, <br />Indianapolis, Ind. 46220 and a 10% bid bond was submitted. <br />35-1933 Chevrolet Impala at $9,180.61 each $321,321.35 <br />Four Flags Chrysler, Inca Bid was signed by Richard G. Widman, <br />1100 South llth Street non -collusion affidavit was in order, <br />Niles, Michigan 49120 and a 10% bid bond was submitted. <br />35-1983 Plymouth Grand Fury or Dodge Diplomat <br />4 Door Sedans at $8,993.45 each $314,770.75 <br />Mrs. Pfotenhauer advised that the bid bond for Four Flags Chrysler <br />was not drawn on an Indiana surety. Mr. Richard D. Widmar, <br />representing the company, explained that Universal Underwriters <br />Insurance Company had an office in Indianapolis. Mrs. <br />Pfotenhauer advised that the state statutes provide the surety <br />must have its principal place of business in Indiana if a bid <br />bond was submitted for an out-of-state bidder. Upon a motion <br />made by Mr. Kernan, seconded by Mr. Hill and carried, Four <br />Flags Chrysler was given a period of 48 hours in which to <br />submit the proper bid security in order for the Board to <br />consider its bid. <br />Just prior to adjournment of the meeting, a bid was hand <br />delivered from Orland Park'Dodge, 9401 West 143rd Street, <br />Orland Park, Illinois. The Clerk receipted the bid in at <br />10:00 a.m., and Mr. Hill advised the representative from the <br />company that the Board would not be able to consider the bid <br />since it was received 30 minutes after the legally advertised <br />deadline. The representative from Orland Park Dodge was not <br />aware that a time change was involved and South Bend was on <br />eastern standard time, one hour ahead of Illinois time. <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and <br />carried, the above bids were referred to the Police Department <br />for review and recommendation. <br />
