is <br />REGULAR MEETING OCTOBER 25, 1982 <br />Consulting Resources Proposal was submitted and signed <br />521 W. Colfax Avenue by Paula N. Auburn. <br />South Bend, Ind. 46601 <br />Administering TABE test to police recruits $10.00 per test given <br />Mrs. Pfotenhauer noted that the proposal of Consulting Resources <br />was not provided on the required bid forms, nor was any bid <br />security submitted. In the proposal submitted, Ms. Auburn <br />indicated that the required Bid Form 96 and 96A applied to <br />public construction projects and were not applicable to the <br />professional testing services which were being bid. Upon a <br />motion made by Mr. Kernan, seconded by Mr. Leszczynski and <br />carried, the bid of Consulting Resources was rejected because <br />it was not submitted on the proper bid form and no bid security <br />was included. At the time bids were opened for the psychological <br />testing of police officer candidates immediately following, <br />concern was expressed over the confusion caused to bidders in <br />using the required Form.96 and 96A and the submission of bid <br />security. See that portion of the minutes for further discussion <br />of this problem. <br />Upon a notion made by Mr. Leszczynski, seconded by Mr. Kernan and <br />carried, the bid of Norrell Services was referred to the Police <br />Department for review and recommendation. <br />OPENING OF BIDS - PSYCHOLOGICAL TESTING OF POLICE OFFICER CANDIDATES <br />This was the date set for receiving sealed bids for the psychological <br />testing of police officer candidates. <br />The Clerk tendered proofs of <br />publication of notice in the <br />South Bend Tribune and the Tri- <br />County News which were found <br />to be sufficient. The following <br />bids were opened and publicly <br />read: <br />Michael Niewiadomski, PhD. <br />Bid was signed by Michael <br />418 S. Lombardy Dr. <br />Niewiadomski, non -collusion <br />South Bend, Ind. 46619 <br />affidavit was in order and a <br />check in the amount of $80.00 <br />$640.00 <br />was submitted. <br />Mrs. Pfotenhauer advised that <br />no certified check had been submitted <br />as required under the bid specifications. <br />Upon a motion made by <br />Mr. Leszczynski, seconded by <br />Mr. Kernan and carried,the above <br />bid was rejected because the <br />proper bid security was not submitted. <br />Leonard E. James, PhD. <br />Bid was signed by Leonard E. <br />1328 E. Colfax Ave. <br />James, non -collusion affidavit <br />South Bend, Ind. 46617 <br />was in order and a certified <br />check in the amount of $25.00 <br />was submitted. <br />$100.00 per candidate for evaluation and $150.00 per <br />candicate for follow-up service <br />Alternatives Counseling and <br />Counseling Center <br />508 W. Washington St. <br />South Bend, Ind. 46601 <br />$55.00 per applicant <br />Bid was signed by Theo Long, non - <br />collusion affidavit was in order, <br />and a check in the amount of <br />$9.50 was submitted. <br />Mrs. Pfotenhauer advised that no certified check had been sub- <br />mitted as required under the bid specifications. Upon a motion <br />made by Mr. Leszczynski, seconded by Mr. Kernan and carried, <br />the above bid was rejected because the proper bid security <br />was not submitted. <br />Upon a motion made by Mr. Kernan, seconded by Mr. Leszczynski and <br />carried, the bid of Leonard E. James was referred to the Police <br />Department for review and recommendation. <br />
