is REGULAR MEETING OCTOBER 25, 1982 Consulting Resources Proposal was submitted and signed 521 W. Colfax Avenue by Paula N. Auburn. South Bend, Ind. 46601 Administering TABE test to police recruits $10.00 per test given Mrs. Pfotenhauer noted that the proposal of Consulting Resources was not provided on the required bid forms, nor was any bid security submitted. In the proposal submitted, Ms. Auburn indicated that the required Bid Form 96 and 96A applied to public construction projects and were not applicable to the professional testing services which were being bid. Upon a motion made by Mr. Kernan, seconded by Mr. Leszczynski and carried, the bid of Consulting Resources was rejected because it was not submitted on the proper bid form and no bid security was included. At the time bids were opened for the psychological testing of police officer candidates immediately following, concern was expressed over the confusion caused to bidders in using the required Form.96 and 96A and the submission of bid security. See that portion of the minutes for further discussion of this problem. Upon a notion made by Mr. Leszczynski, seconded by Mr. Kernan and carried, the bid of Norrell Services was referred to the Police Department for review and recommendation. OPENING OF BIDS - PSYCHOLOGICAL TESTING OF POLICE OFFICER CANDIDATES This was the date set for receiving sealed bids for the psychological testing of police officer candidates. The Clerk tendered proofs of publication of notice in the South Bend Tribune and the Tri- County News which were found to be sufficient. The following bids were opened and publicly read: Michael Niewiadomski, PhD. Bid was signed by Michael 418 S. Lombardy Dr. Niewiadomski, non -collusion South Bend, Ind. 46619 affidavit was in order and a check in the amount of $80.00 $640.00 was submitted. Mrs. Pfotenhauer advised that no certified check had been submitted as required under the bid specifications. Upon a motion made by Mr. Leszczynski, seconded by Mr. Kernan and carried,the above bid was rejected because the proper bid security was not submitted. Leonard E. James, PhD. Bid was signed by Leonard E. 1328 E. Colfax Ave. James, non -collusion affidavit South Bend, Ind. 46617 was in order and a certified check in the amount of $25.00 was submitted. $100.00 per candidate for evaluation and $150.00 per candicate for follow-up service Alternatives Counseling and Counseling Center 508 W. Washington St. South Bend, Ind. 46601 $55.00 per applicant Bid was signed by Theo Long, non - collusion affidavit was in order, and a check in the amount of $9.50 was submitted. Mrs. Pfotenhauer advised that no certified check had been sub- mitted as required under the bid specifications. Upon a motion made by Mr. Leszczynski, seconded by Mr. Kernan and carried, the above bid was rejected because the proper bid security was not submitted. Upon a motion made by Mr. Kernan, seconded by Mr. Leszczynski and carried, the bid of Leonard E. James was referred to the Police Department for review and recommendation.
