REGULAR <br />MEETING <br />OCTOBER 25, <br />1982 <br />APPROVE <br />REQUEST TO ADVERTISE FOR BIDS <br />— POLICE PATROL <br />CARS <br />In a letter to the Board, Police Chief Dan Thompson requested <br />permission to advertise for the receipt of sealed bids for <br />thirty-five 1983 police patrol cars in accordance with <br />specifications drawn up by Lieutenant Harold Grounds, Division <br />Chief Spandward Mitchem, Chief Thompson and Division of <br />Transportation Manager Sean Watt. Upon a motion made by <br />Mr. Leszczynski, seconded by Mr. Kernan and carried,_ the <br />request was approved and a bid.date of November 15, 1982, <br />established. <br />APPROVE INTENDED USE HEARING ON REVENUE SHARING FUNDS <br />Chief Deputy Controller Sherrie L. Petz requested Board <br />approval for an intended use hearing on the proposed <br />expenditure of $14,000.00 for the repair of lifts on trucks <br />for the Bureau of Traffic and Lighting. Upon a motion.mnade <br />by Mr. Leszczynski, seconded by Mr. Kernan and carried, the <br />request was approved and a date of November 8, 1982, set for <br />public hearing on the intended use.of the revenue sharing funds. <br />APPROVE USE OF CITY SIDEWALKS FOR SALE OF POPPIES - <br />VETERATIS OF FOREIGN WARS <br />A request to use the city sidewalks for the sale of poppies <br />made by the veterans on November 5 and 6, 1982, was received <br />from George Grenert, a member of the South Bend Post 1167 of <br />the Veterans of Foreign Wars. Upon a motion made by Mr. <br />Kernan, seconded by Mr. Leszczynski and carried, the request <br />was approved. <br />APPROVE TRAFFIC CONTROL DEVICES <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Kernan <br />and carried, the following traffic control devices as recom- <br />mended by Ralph J. Wadzinski, Manager of the Bureau of Traffic <br />and Lighting, were approved: <br />REVISE TO 140 PARKING - East side of southern two- <br />thirds of Rasmussen's Court. <br />INSTALL 2 HOUR PARKING 6AM - 6PM - 502 W. LaSalle. <br />REVISE TO 1 HOUR PARKING 6AM - 6PM - 113 W. Colfax. <br />INSTALL NO PARKING - TOW ZONE (TEMPORARY) - Both <br />sides of Michigan Street from Navarre, north as <br />needed (approximately 200' maximum) for traffic <br />control around proposed utility construction. <br />DENY APPLICATION ON RIVER BEND PLAZA - DENNIS SMITH <br />D/B/A B.A.G., INC. <br />Mr. Leszczynski noted that the Board had received an application <br />from Dennis Smith, d/b/a B.A.G., Inc., 4308 Vistual Road, for <br />issuance of an Open -Air Stand license on River Bend Plaza for <br />the sale of his invention known as "Inflatable Comfort". Mr. <br />Leszczynski advised that, in accordance with the Board's <br />policy governing such licenses on the Plaza, the application <br />had been referred to the Redevelopment Department, in addition <br />to other city agencies, for a determination as to whether or <br />not such a stand would have a negative impact on the downtown. <br />According to comments from Rick Pitts of the Redevelopment <br />staff, the downtown merchants were surveyed and were opposed <br />to the location of a temporary table, chair and sign for the <br />promotion of the invention. Mr. Pitts, in a memo to the <br />Board, pointed out that there were several distinctions <br />between the present existing open air stands which are <br />permitted to operate on the Plaza and the request by Mr. <br />
