421 <br />REGULAR MEETING NOVEMBER 5, 1984 <br />REQUEST OF BIG BROTHERS./BIG SISTERS ON BEHALF OF KNIGHTS OF <br />COLUMBUS TO CONDUCT SOLICITATIONS - NOVEMBER 21-25, 1984 REFERRED <br />In a letter to the Board, Ms. Patricia Wagner, Executive Director, <br />Big Brothers/Sig Sisters of St. Joseph County, Inc., 1011 East <br />Madison Street, South Bend, Indiana, on behalf of the Knights <br />of Columbus, requested permission to conduct a cannister sale <br />solicitation from November 21-25, 1984, to benefit Big Brothers/ <br />Big Sisters at the following locations: <br />1. RiverBend Plaza <br />2. The intersection of Michigan and Washington (sidewalks) <br />3. The northwest corner of Washington and Main (sidewalks) <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and <br />carried, the above request was referred to the Bureau of Traffic <br />and Lighting and the Police Department Traffic Division for <br />review and recommendation. <br />APPROVE LICENSE APPLICATION - OPEN AIR STAND <br />Mr. Leszczynski advised that the following license application <br />has been received: <br />NAME: B & L Christmas Trees <br />BY: Devon Garrett <br />ADDRESS: 2046 Berkley Place, So. Bend, IN <br />STAND TO BE LOCATED AT: Brentwood Shopping Center <br />DATES: November 30, 1984 - December 25, 1984 <br />FOR THE PURPOSE OF: Selling Christmas Trees <br />Mr. Leszczynski further advised that favorable recommendations <br />have been received from the Police Department, Department of <br />Code Enforcement, and the Bureau of Traffic and Lighting for <br />the above application. Additionally, provided with the application <br />was a letter of permission from the property owner. Upon a motion <br />made by Mr. Leszczynski, seconded by Mr. Vance and carried, the <br />above license application was approved and referred to the <br />Deputy Controller's office for issuance. <br />APPROVE RECOMMENDATION TO DENY TAXICAB DRIVER'S LICENSE <br />In a letter to the Board, Mr. Michael L. Vance, City Controller, <br />recommended that the application for a taxicab driver's license <br />be denied to Mr. Joseph E. Brown, 23768 U.S. 20 Ct. 83, South <br />Bend, Indiana. The recommendation for denial is.based on <br />information provided by the South Bend Police Department investi- <br />gation. Mr. Vance indicated that it is his opinion that Mr. <br />Brown's record reveals an undesirable attitude towards traffic <br />laws and public safety. Upon a motion made by Mr. Hill, seconded <br />by Mr. Leszczynski and carried, Mr. Vance's recommendation to <br />deny the license was approved. Mr. Vance abstained from voting. <br />It was noted that the above referred to applicant will be <br />notified of the denial and given the opportunity to request <br />a public hearing on this matter if desired. <br />APPROVE HANDICAPPED PARKING PERMIT <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and <br />carried, the following one (1) handicapped parking permit applica- <br />tion was approved and referred to the Deputy Controller's office <br />for issuance of a permit: <br />1.
