tl ' • <br />REGULAR MEETING <br />OCTOBER 22, 1984 <br />Ms. Meyer further stated that yearly Community Development <br />entitlement funds will be utilized for this project and that <br />South Bend Heritage and the Chapin Neighborhood Upkeep Group will <br />assist with revitalization of the area. <br />Councilwoman Eugenia Braboy was also in attendance at the meeting <br />and spoke in favor of the designation of the Chapin Neighborhood <br />Revitalization District as an Impact Area in order to qualify for <br />Community Development Block Grant Funds. Mrs. Braboy expressed <br />hope that private enterprise will increase in addition to the <br />use of the public funds spent for this project. <br />There being no one else present wishing to speak in favor of this <br />matter and no one wishing to speak against, upon a motion made by <br />Mr. Leszczynski, seconded by Mr. Hill and carried, the Public <br />Hearing on this matter was closed. <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and <br />carried, the evidence submitted by the Division of Community <br />Development for the area was found to meet the criteria for the <br />designation of an Impact Area as established in Section 2-171 of <br />Ordinance No. 7372-84, the following Board of Public Works <br />Resolution No. 22-1984 was adopted, and the Clerk of the Board <br />was instructed to forward a copy of said Resolution to the Common <br />Council together with copies of documents considered by the Board <br />in making its recommendation: <br />RESOLUTION NO. 22, 1984 <br />A RESOLUTION OF THE BOARD OF PUBLIC WORKS RECOMMENDING TO <br />THE COMMON COUNCIL THAT THE CHAPIN NEIGHBORHOOD REVITALIZATION <br />DISTRICT BE DESIGNATED AN IMPACT AREA FOR RESIDENTIAL AND <br />COMMERCIAL PURPOSES FOR USE OF COMMUNITY DEVELOPMENT <br />BLOCK GRANT FUNDS <br />WHEREAS, pursuant to Ordinance No. 7372-84, the Board of <br />Public Works of the City of South Bend has responsibility <br />for reviewing proposals for the establishment of impact areas <br />for the planned use of Community Development Block Grant Funds <br />and of making recommendations to the Common Council as to the. <br />designation of said areas, and <br />WHEREAS, the Board of Public Works has received from the <br />Division of Community Development maps and plats showing <br />boundaries of the area known as the Chapin Neighborhood Re- <br />vitalization District along with evidence of physical deteriora- <br />tion in the area, which evidence is based on objective criteria <br />for residential and for commercial areas, and <br />WHEREAS, the Board of Public Works has examined the evidence <br />submitted by the Division of Community Development for designat- <br />ing this impact area using criteria set forth in Section 2-171 <br />of Ordinance No. 7372-84, and <br />WHEREAS, on October 22, 1984, the Board of Public Works <br />held a duly advertised Public Hearing to receive further <br />evidence regarding the Chapin Neighborhood Revitalization <br />District, and <br />WHEREAS, the Board of Public Works has found that the <br />evidence submitted for the area meets the criteria for the <br />designation of an impact area as established in Section 2-171 <br />of Ordinance No. 7372-84. <br />NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF PUBLIC WORKS <br />OF THE CITY OF SOUTH BEND, as follows: <br />LJ <br />1 <br />1 <br />
