365
REGULAR MEETING SEPTEMBER 10,: 19'84
APPROVE CERTIFICATE OF ACCEPTANCE OF PIRSCH
AERIAL APPARATUS FIRE DEPARTMENT
In a letter to the Board, Fire Chief Timothy J. Brassell advised
that the Fire Department has completed the inspection and testing
of the recently delivered Pirsch aerial apparatus and finds that
the apparatus meets the modifications in all respects and recom-
mends that the Board accept the vehicle. Upon a motion made by
Mr. Leszczynski, seconded by Mr. Vance and carried, the above
recommendation was accepted and the appropriate Certificate of
Acceptance was approved and executed.
APPROVE CONTRACT FOR POLICE DEPARTMENT JANITORIAL SERVICES
Board Attorney Carolyn V. Pfotenhauer advised that Best Cleaning
Services has cancelled its janitorial service.contract for the
cleaning of the main Police Station and the Police Substations
as of August 31, 1984. Emma Rios and Robert Francis, the persons
who had been doing the actual cleaning for Best Cleaning Services
have asked to continue cleaning through the rest of the year. Ms.
Pfotenhauer has been advised that Emma Rios and Robert Frances have
been doing an acceptable job and that the Police Department would
like to enter into a contract with them for cleaning service for
the remainder of 1984. Therefore, she presented to the Board for
approval and execution a Contract with Emma Rios and Robert Francis
for the term September 1, 1984 through December 31, 1984. The
Contract indicates that Ms. Rios and Mr. Francis will be paid
$1,466.00_per month for services rendered with payment for services
being made bi-weekly. The Contractor further stipulates that within
ten (10) days of the execution of the contract Ms. Rios and Mr.
Francis must furnish to the Board a Certified Check or Cashiers
Check in the amount of $200.00 to insure their faithful performance
under this Contract. Upon a motion made by Mr. Leszczynski, seconded
by Mr. Hill and carried, the above Contract was approved and executed.
APPROVE OFFER TO PURCHASE REAL PROPERTY - BUREAU OF HOUSING
LOCAL HOMESTEADING PROGRAM - 921 DIAMOND & VACANT
LOT ADJACENT TO 516 COLLEGE
As part of the new Bureau of Housing Local Homesteading Program,
Ms. Janet S. Holston, Director, Bureau of Housing, presented to
the Board for approval an Offer to Purchase Real Property for the
property located at 921 Diamond in the amount of $15,800.00. She
advised that the_onwer of the property, Tower Federal Savings and
Loan Association, is asking $16,900.00 for the property but the
Bureau of Housing appraisal lists an "as is" value of $15,800.00.
It is her recommendation that the $15,800.00 amount is a reasonable
price for this property which would fit into the Local Homesteading
Program. Upon a motion made by Mr. Vance, seconded by Mr. Hill and
carried, the above Offer to Purchase Real Property in the amount of
$15,800.00 from Tower Federal Savings and Loan Association for the
house located at 921 Diamond was approved and executed.
Ms. Holston further advised that the Bureau of Housing recently
submitted a Purchase Agreement for 516 College Street to the.Board
of Public Works which was approved on August 20, 1984. This
property when purchased will be used in the Bureau's:Local Home-
steading Program. She stated that the Bureau has been offered the
adjoining vacant lot, owned by Mr. Frank Kopinski for the sum of
$300.00. An appraisal submitted supports the reasonableness of.
this offer. The Bureau wishes to purchase the vacant lot in
order to offer it in conjuction with the adjacent house at 516
College. The property at 516 College is a very small lot with
virtually no backyard. The Bureau feels that it would be
beneficial both to the homesteader who is eventually awarded.
the house and to the neighborhood to purchase the vacant lot
next door. Upon a motion made by Mr. Leszczynski, seconded by
Mr. Hill and carried, Ms. Holston's recommendation was accepted
and the Offer to Purchase Real Property in the amount of $300.00
from Clara and Frank X. Kopinski for the vacant lot located
adjacent to 516 College Street was approved and executed.
