REGULAR MEETING <br />MARCH 12. 1984 <br />APPROVE REQUEST TO ADVERTISE FOR RECEIPT OF BIDS - <br />SALE OF ABANDONED VEHICLES <br />Ms. Katherine Barnard, Director of the Department of Code Enforce- <br />ment, requested permission to advertise for the sale of approximately <br />thirteen (13) abandoned vehicles, twelve (12) of which are valued at <br />over One Hundred Dollars ($100.00) and all of which are being stored <br />at South Bend Auto Parts, 1802 South Main Street, South Bend, <br />Indiana. It was ntoed that all vehicles have been stored more than <br />the thirty (30) days, identification checks had been run for auto <br />theft and the owners and lienholders notified. Upon a motion made <br />by Mr. Leszczynski, seconded by Mr. Hill and carried, the request <br />was approved and a date of March 26, 1984 was established for the <br />receiving of sealed bids. <br />APPROVE TITLE SHEET - EAST BANK DEVELOPMENT PHASE I PROJECT <br />Mr. Leszczynski advised that the Title Sheet for the above referred <br />to project was being presented at this time for execution. Upon a <br />motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, <br />the above Title Sheet was approved and signed. <br />APPROVE LICENSE APPLICATION - RUBBISH AND GARBAGE <br />Mr. Leszczynski advised that the Rubbish and Garbage license applica- <br />tion of William 0. Cowman, 56150 Butternut, South Bend, Indiana, <br />has been received. It was noted that an inspection of the truck to <br />be used had been conducted by the Solid Waste Bureau and was found <br />to be in compliance. Upon a motion made by Mr. Leszczynski, seconded <br />by Mr. Hill and carried, the above referred to license application <br />was approved and referred to the Deputy Controller's office for <br />issuance. <br />APPROVE REQUEST OF SOUTH BEND CLOWN, MIME,_ PUPPET AND <br />DANCE MINISTRY TO CONDUCT PARADE - AUGUST 3. 1984 <br />Mr. Leszczynski advised.that Mr. Ralph J. Wadzinski, Manager, Bureau <br />of Traffic and Lighting, in conjunction with Captain Tom Gargis of <br />the South Bend Police Department Traffic Division reviewed the <br />request of the South Bend Clown, Mime, Puppet and Dance Ministry <br />presented to the Board on February 21, 1984 at 7:00 p.m. The <br />staging area shall be the lane in front of the Morris Civic <br />Auditorium (subject to future commitments by the Auditorium). <br />The parade route shall be Michigan Street/River Bend Plaza and <br />shall run from Colfax Street to but not including Western Avenue. <br />During the parade, Colfax, Washington, Jefferson and Wayne Streets <br />will be closed to traffic. Mr. Wadzinski indicated that preliminary <br />arrangements for the parade have been completed. The petitioner <br />shall be instructed to contact Captain Gargis and/or Mr. Wadzinski <br />one (1) week prior to the parade to finalize all commitments. Upon <br />a motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, <br />the above recommendation was accepted and the request approved. <br />REQUEST TO HAVE CENTER LINES OF MICHIGAN STREET PAINTED <br />GREEN FOR ST. PATRICK'S DAY (MARCH 17, 1984) DENIED <br />Mr. Leszczynski advised that the City Attorney's Office and the <br />Bureau of Traffic and Lighting have reviewed the request of Mr. <br />Drew Leach, Vice -President of Vangarde Advertising, Inc., submitted <br />to the Board on February 13, 1984 requesting that the center lines <br />of Michigan Street be painted green for St. Patrick's Day and <br />recommended that the request be denied. Mr. Leszczynski further <br />advised that the recommendation to deny is based on the fact that <br />Indiana Code 9-4-2-1 requires the City to'adhere to the Indiana. <br />Manual on Uniform Traffic Control Devices for acceptable paint <br />colors and that white and yellow paint are the only two colors <br />acceptable for pavement marking. Upon a motion made by Mr. <br />Leszczynski, seconded by Mr. Hill and carried, the above recommenda- <br />tion was accepted and the request denied. <br />1 <br />0 <br />1 <br />
