REGULAR MEETING MARCH 12. 1984 APPROVE REQUEST TO ADVERTISE FOR RECEIPT OF BIDS - SALE OF ABANDONED VEHICLES Ms. Katherine Barnard, Director of the Department of Code Enforce- ment, requested permission to advertise for the sale of approximately thirteen (13) abandoned vehicles, twelve (12) of which are valued at over One Hundred Dollars ($100.00) and all of which are being stored at South Bend Auto Parts, 1802 South Main Street, South Bend, Indiana. It was ntoed that all vehicles have been stored more than the thirty (30) days, identification checks had been run for auto theft and the owners and lienholders notified. Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, the request was approved and a date of March 26, 1984 was established for the receiving of sealed bids. APPROVE TITLE SHEET - EAST BANK DEVELOPMENT PHASE I PROJECT Mr. Leszczynski advised that the Title Sheet for the above referred to project was being presented at this time for execution. Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, the above Title Sheet was approved and signed. APPROVE LICENSE APPLICATION - RUBBISH AND GARBAGE Mr. Leszczynski advised that the Rubbish and Garbage license applica- tion of William 0. Cowman, 56150 Butternut, South Bend, Indiana, has been received. It was noted that an inspection of the truck to be used had been conducted by the Solid Waste Bureau and was found to be in compliance. Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, the above referred to license application was approved and referred to the Deputy Controller's office for issuance. APPROVE REQUEST OF SOUTH BEND CLOWN, MIME,_ PUPPET AND DANCE MINISTRY TO CONDUCT PARADE - AUGUST 3. 1984 Mr. Leszczynski advised.that Mr. Ralph J. Wadzinski, Manager, Bureau of Traffic and Lighting, in conjunction with Captain Tom Gargis of the South Bend Police Department Traffic Division reviewed the request of the South Bend Clown, Mime, Puppet and Dance Ministry presented to the Board on February 21, 1984 at 7:00 p.m. The staging area shall be the lane in front of the Morris Civic Auditorium (subject to future commitments by the Auditorium). The parade route shall be Michigan Street/River Bend Plaza and shall run from Colfax Street to but not including Western Avenue. During the parade, Colfax, Washington, Jefferson and Wayne Streets will be closed to traffic. Mr. Wadzinski indicated that preliminary arrangements for the parade have been completed. The petitioner shall be instructed to contact Captain Gargis and/or Mr. Wadzinski one (1) week prior to the parade to finalize all commitments. Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, the above recommendation was accepted and the request approved. REQUEST TO HAVE CENTER LINES OF MICHIGAN STREET PAINTED GREEN FOR ST. PATRICK'S DAY (MARCH 17, 1984) DENIED Mr. Leszczynski advised that the City Attorney's Office and the Bureau of Traffic and Lighting have reviewed the request of Mr. Drew Leach, Vice -President of Vangarde Advertising, Inc., submitted to the Board on February 13, 1984 requesting that the center lines of Michigan Street be painted green for St. Patrick's Day and recommended that the request be denied. Mr. Leszczynski further advised that the recommendation to deny is based on the fact that Indiana Code 9-4-2-1 requires the City to'adhere to the Indiana. Manual on Uniform Traffic Control Devices for acceptable paint colors and that white and yellow paint are the only two colors acceptable for pavement marking. Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, the above recommenda- tion was accepted and the request denied. 1 0 1
