REGULAR MEETING <br />FEBRUARY 21. 1984 <br />PUBLIC HEARING AND APPROVAL OF REVENUE SHARING FUNDS ($178,800.00) <br />This was the date set for holding a public hearing on the proposed <br />use of 1984 Revenue Sharing Funds in the amount of $1.78,800.00 as <br />follows: <br />1984 Summer Clean -Up Program $43,800.00 <br />Vehicles for the Department of 60,000.00 <br />Code Enforcement and the Bureau <br />of Traffic & Lighting <br />East Sector Police Substation 75,000.00 <br />The Clerk tendered proofs of publication of Notice in the South <br />Bend Tribune and the Tri-County News which were found to be <br />sufficient. In accordance with guidelines adopted for such use <br />of Revenue Sharing Funds, information about this public hearing <br />was forwarded to the following Senior Citizen Groups with the <br />request that the Notice be posted.: Foster Grandparents, Hansel <br />Neighborhood Center, REAL Services, Retired Senior Volunteer <br />Program, Senior Citizens Group of LaSalle Park, Harvest House <br />Centers and Howard Park Senior Citizens Center. <br />Councilman John Voorde was present and asked the Board if the City <br />plans to use the $75,000.00 in Revenue Sharing Funds proposed for <br />the East Sector.Police Substation to rebuild that station. Mr. <br />Leszczynski advised that the City is evaluating the situation <br />but is leaning toward rebuilding the station on the same site. <br />There being no one else wishing to speak for or against the <br />proposed expenditure, upon a motion made by Mr. Leszczynski, <br />seconded by Mr. Hill and carried, the public hearing was closed <br />and the Clerk was instructed to forward a favorable recommendation <br />on this appropriation to the Controller's office and the City Clerk's <br />office along with minutes of the public hearing on this matter. <br />APPROVE COMMUNITY DEVELOPMENT ADDENDUM <br />The following Community Development Addendum was presented to the <br />Board for approval: <br />HOUSING AUTHORITY OF THE CITY OF SOUTH BEND, INDIANA <br />REHABILITATION OF PUBLIC HOUSING UNITS <br />Addendum I submitted indicates the following changes: <br />Targeted Goals: <br />The targeted goal for this project is to provide short- <br />term jobs for 4-8 unemployed people for a total of 168 <br />weeks of employment and to rehabilitate forty-two (42) <br />vacant public.housing units. <br />Cost Categories: <br />The following eligible cost categories have been <br />identified: <br />- labor & materials associated with rehabilitation <br />of public housing units <br />The eligible labor costs refer to the people to fill <br />the job descriptions for a total of 168 weeks of <br />employment. Specific items which are NOT allowed in <br />this rehabilitation are: <br />1. kitchen cabinets <br />2. storm doors <br />3-. hollow core doors & hardware <br />4. gutters and downspouts <br />5. soffits, fascias and aluminum <br />6. blown -in insulation <br />7. water heaters <br />S. furnaces <br />
