N <br />REGULAR MEETING NOVEMBER 14, 1983 <br />The regular meeting of the Board of Public Works was convened at <br />9:30 a.m. on Monday, November 14, 1983, by President John E. <br />Leszczynski, with Mr. Leszczynski and Mr. Richard L. Hill <br />present. Board member Joseph E. Kernan was not in attendance. <br />Also present was Assistant City Attorney Carolyn V. Pfotenhauer. <br />MINUTES OF PREVIOUS MEETING APPROVED <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and <br />carried, the minutes of the November 7, 1983, regular meeting <br />of the Board were approved. <br />PUBLIC HEARING AND APPROVAL OF INTENDED USE <br />OF REVENUE SHARING FUNDS <br />This was the date set for holding a public hearing on the proposed <br />use of Revenue Sharing Funds in the amount of $75,000.00 to be <br />used for office automation equipment. <br />The Clerk tendered proofs of publication of Notice in the South <br />Bend Tribune and the Tri-County News.which were found to be <br />sufficient. In accordance with the guidelines adopted for such <br />use of Revenue Sharing Funds, information about this public <br />hearing was forwarded to the following Senior Citizen groups <br />with the request that the notice be posted: Foster Grandparents, <br />Hansel Neighborhood Center, REAL Services, Retired Senior <br />Volunteer Program, Senior Citizens Group of LaSalle Park,. <br />Harvest House Centers and Howard Park Senior Citizens. Center. <br />There was no one present to speak against the proposed <br />expenditure. Upon a motion made by Mr. Hill, seconded by Mr. <br />Leszczynski and carried, the public hearing on this matter. <br />was closed. Upon a motion made by Mr. Leszczynski, seconded <br />by Mr. Hill and carried, the Clerk was instructed to forward <br />a favorable recommendation on this appropriation to the <br />Controller's. Office and the City Clerk's office along with <br />minutes of the public hearing on this matter. <br />APPROVE COMMUNITY DEVELOPMENT CONTRACT <br />The following Community Development contract was presented to <br />the Board for approval: <br />1ST SOURCE BANK <br />SOUTH BEND HOME IMPROVEMENT LOAN ACTIVITY <br />Funds will be utilized by st Source Bank to guarantee <br />10% home improvement loans made to eligible low and <br />moderate income housholds. <br />The total funds to be deposited with the 1st Source <br />Bank in connection with the South Bend Home Improve- <br />ment Loan Activity shall not exceed $36,024.00. <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and <br />carried, the above Community Development contract was approved <br />and executed. <br />APPROVE PURCHASE AND MAINTENANCE AGREEMENTS - <br />IBM COPIER (BUREAU OF HOUSING) <br />Ms. Janet S. Holston, Director, Bureau of Housing, presented <br />to the Board for approval a Purchase Agreement and a <br />Maintenance Agreement with IBM for the Series Ill Model 10 <br />IBM Copier to be located at the Bureau of Housing, 521 <br />Eclipse Place, South Bend, Indiana. She indicated that the <br />Bureau has leased the above referred to copier forthe past <br />several years and now finds that it would be more cost <br />effective to purchase, rather than continue to lease this <br />machine. She further stated that the effective date of <br />purchase will be the date of the check issued to IBM, per <br />IBM purchasing procedures. The check will be issued subsequent <br />to approval of the Agreements by the Board. The Purchase <br />
