REGULAR MEETING <br />SEPTEMBER 23, 1985 <br />The regular meeting of the Board of Public Works was convened at <br />9:33 a.m. on Monday, September 23, 1985, by President John E. <br />Leszczynski, with Mr. Leszczynski, Ms. Katherine G. Barnard <br />and Mr. Michael L. Vance present. Also present was Assistant <br />City Attorney Carolyn V. Pfotenhauer. <br />AGENDA ITEM ADDED <br />Upon a motion made by Mr. Leszczynski, seconded by Ms. Barnard <br />and carried, the recommendation to award the bid and approve the <br />Construction Contract for the Handicap Sidewalk Ramps - 1985 <br />Project was added to the agenda. <br />APPROVE MINUTES OF PREVIOUS MEETING <br />Upon a motion made by Ms. Barnard, seconded by Mr. Leszczynski, <br />and carried, the minutes of the September 16, 1985, regular <br />meeting of the Board were approved. <br />OPENING OF BIDS - RECONSTRUCTION OF FIRE STATION NO. 7 (1616 <br />PORTAGE AVENUE <br />This was the date set for receiving and opening of sealed bids <br />for the above referred to project. The Clerk tendered proofs of <br />publication of Notice in the South Bend Tribune and the <br />Tri-County News which were found to be sufficient. The following <br />bids were opened and publicly read: <br />KASER-SPRAKER CONSTRUCTION, INC. BID: $42,732.00 <br />25487 West State Road 2 <br />P.O. Box 3605 <br />South Bend, Indiana 46619 <br />Bid was signed by Gary L. Spraker, President and Daniel H. <br />Kaser, Secretary, Non -Collusion Affidavit was in order and a <br />5% Bid Bond was submitted. <br />CASTEEL CONSTRUCTION CORPORATION BID: $49,400.00 <br />23086 West Ireland Road <br />P.O. Box 628 <br />South Bend, Indiana 46624 <br />Bid was signed by R.V. Casteel, President and Walter Renwick, <br />Secretary, Non -Collusion Affidavit was in order and a 5% Bid <br />Bond was submitted. <br />Board Attorney Carolyn V. Pfotenhauer advised that the bid <br />submitted by Powell Construction Company, 1713 South Bend Avenue, <br />South Bend, Indiana, contained a fatal defect in that it was not <br />signed and should therefore be rejected. Upon a motion made by <br />Mr. Vance, seconded by Ms. Barnard and carried, the bid as <br />submitted by Powell Construction Company was rejected for <br />non-compliance with bid requirements. <br />In response to Ms. Barnard's inquiry regarding the scope of the <br />project, Fire Chief Timothy J. Brassell advised that the fire <br />station was constructed in the 1950's and because the new modern <br />equipment recently ordered is larger than older equipment, the <br />roof must be raised and the doors enlarged to accommodate the new <br />equipment. He further advised that the project will be paid for <br />with 1985 Fire Department budgeted funds. <br />Upon a motion made by Mr. Leszczynski, seconded by Ms. Barnard <br />and carried, the bids were referred to the Fire Department and <br />Engineering Department for review and recommendation. <br />OPENING AND AWARD OF BIDS - SALE OF ABANDONED VEHICLES <br />This was the date set for the receiving and opening of sealed <br />bids for the sale of approximately six (6) abandoned vehicles, <br />all of which have been stored at Steve and Gene's Auto & Truck <br />
