REGULAR MEETING SEPTEMBER 23, 1985 The regular meeting of the Board of Public Works was convened at 9:33 a.m. on Monday, September 23, 1985, by President John E. Leszczynski, with Mr. Leszczynski, Ms. Katherine G. Barnard and Mr. Michael L. Vance present. Also present was Assistant City Attorney Carolyn V. Pfotenhauer. AGENDA ITEM ADDED Upon a motion made by Mr. Leszczynski, seconded by Ms. Barnard and carried, the recommendation to award the bid and approve the Construction Contract for the Handicap Sidewalk Ramps - 1985 Project was added to the agenda. APPROVE MINUTES OF PREVIOUS MEETING Upon a motion made by Ms. Barnard, seconded by Mr. Leszczynski, and carried, the minutes of the September 16, 1985, regular meeting of the Board were approved. OPENING OF BIDS - RECONSTRUCTION OF FIRE STATION NO. 7 (1616 PORTAGE AVENUE This was the date set for receiving and opening of sealed bids for the above referred to project. The Clerk tendered proofs of publication of Notice in the South Bend Tribune and the Tri-County News which were found to be sufficient. The following bids were opened and publicly read: KASER-SPRAKER CONSTRUCTION, INC. BID: $42,732.00 25487 West State Road 2 P.O. Box 3605 South Bend, Indiana 46619 Bid was signed by Gary L. Spraker, President and Daniel H. Kaser, Secretary, Non -Collusion Affidavit was in order and a 5% Bid Bond was submitted. CASTEEL CONSTRUCTION CORPORATION BID: $49,400.00 23086 West Ireland Road P.O. Box 628 South Bend, Indiana 46624 Bid was signed by R.V. Casteel, President and Walter Renwick, Secretary, Non -Collusion Affidavit was in order and a 5% Bid Bond was submitted. Board Attorney Carolyn V. Pfotenhauer advised that the bid submitted by Powell Construction Company, 1713 South Bend Avenue, South Bend, Indiana, contained a fatal defect in that it was not signed and should therefore be rejected. Upon a motion made by Mr. Vance, seconded by Ms. Barnard and carried, the bid as submitted by Powell Construction Company was rejected for non-compliance with bid requirements. In response to Ms. Barnard's inquiry regarding the scope of the project, Fire Chief Timothy J. Brassell advised that the fire station was constructed in the 1950's and because the new modern equipment recently ordered is larger than older equipment, the roof must be raised and the doors enlarged to accommodate the new equipment. He further advised that the project will be paid for with 1985 Fire Department budgeted funds. Upon a motion made by Mr. Leszczynski, seconded by Ms. Barnard and carried, the bids were referred to the Fire Department and Engineering Department for review and recommendation. OPENING AND AWARD OF BIDS - SALE OF ABANDONED VEHICLES This was the date set for the receiving and opening of sealed bids for the sale of approximately six (6) abandoned vehicles, all of which have been stored at Steve and Gene's Auto & Truck
