ANDERSON, JR. <br />In a letter to Mr. John Harris Anderson, Jr., 821 Diamond Avenue, <br />South Bend, Indiana, Mr. Michael L. Vance, Director, <br />Administration and Finance, advised Mr. Anderson that he has <br />reviewed his application for a Taxicab Driver's License and as a <br />result of a Police Department background check, it appears that <br />he was not truthfull in completing the application. Mr. Vance <br />therefore denied the license application. <br />As a result of the denial, Mr. Anderson requested a Public <br />Hearing before the Board concerning this matter and was present <br />at the meeting. <br />Mr. Leszczynski advised Mr. Anderson that his license application <br />was denied due to his failure to answer all questions accurately <br />regarding his prior arrest record. <br />Mr. Anderson stated that he thought there were two (2) items that <br />he could have listed, but did not indicate them as one occurred <br />over seven (7) years ago one when he was sixteen or seventeen <br />years of age. He stated that he was under the impression that <br />these matters were no longer on his record due to the length of <br />time and the statute of limitations. He stated that it was not <br />his intention to hide any prior arrest record. <br />Mr. Leszczynski stated that the Police Department background <br />check indicated more than (2) prior arrests and it appears that <br />the last arrest was in 1975. However, there was an arrest in <br />1977 for back support. All other arrests were prior to 1975. <br />Mr. Leszczynski further advised that the background check <br />revealed that Mr. Anderson does not currently have a valid <br />driver's license. <br />In response, Mr. Anderson stated that on August 16, 1985, he <br />obtained an Indiana driver's license. Additionally, he has <br />worked for South Bend Cab Company in the past and has a perfect <br />record with that firm. He advised that the cab company is <br />anxious to have him back and he is eager to be employed by them. <br />He stated that he wants to be employed as opposed to welfare <br />assistance. <br />Ms. Barnard reiterated to Mr. Anderson that the reason his <br />license application was denied was because the application as <br />submitted contained discrepancies in information from the Police <br />Department background check. <br />Ms. Barnard made a motion that Mr. Anderson be granted a Taxicab <br />Driver's License subject to his completing a new application <br />indicating the correct and complete information as discussed <br />today and revealed in the Police background check as well as <br />inclusion of the information that he holds a current Indiana <br />Driver's license. Mr. Leszczynski, seconded the motion and it <br />carried. Mr. Vance abstained from voting on this matter. The <br />matter was referred to the Deputy Controller's office for <br />issuance of a license. <br />1 <br />
