REGULAR MEETING
JUNE 10, 1985
that Pierce Manufacturing Company be awarded the bids for Three
(3) Midi pumpers and Three (3) Quint units. After reviewing the
bids for the reconditioning of the 65' Snorkel to a Quint type
apparatus, Chief Brassell advised that a serious problem was
apparent. Due to the design of the Snorkel torque box, the space
under the turntable is unavailable for the storage of ladders.
The ladders, therefore, must be mounted on the sides of the body.
This causes a loss of much needed compartment space. Because of
the device, the vehicle cannot be made larger. As it is proposed,
the design is not practical or suitable for the Fire Department's
use. Chief Brassell, therefore, recommends the purchase of a
third Quint unit.
Chief Brassell advised that Pierce Manufacturing is not the low
bidder but most closely follows the South Bend Fire Department's
specifications. Peter Pirsch Company did not meet the,
specifications for the pump and had a larger wheel base and
chassis. Universal Fire Apparatus bid steel instead of aluminum
and did -not meet specifications for the pump. For the Quints,
Pierce Manufacturing was the only bidder who met the
specifications for the aerial ladder. The Pierce ladder is not
only the best but unquestionably the safest. They have also built
similar units and were experienced in that area.
Upon a motion made by Mr. Vance, seconded by Ms. Barnard and
carried, the bids of Pierce Manufacturing Company were awarded as
follows:
THREE (3) QUINT UNITS $329,890.66 ea. = $989,671.98
- 34,500.00 (trade-in)
$955,171.98
THREE (3) MIDI PUMPERS $108,296.00 ea. = $324,888.00
- 39,500.00 (trade-in)
$285,388.00
TOTAL AWARD $1,240,559.98
APPROVE CONSULTING AGREEMENT AMENDMENT - LOGAN ST. & MISHAWAKA
AVE. INTERSECTION DESIGN (COLE ASSOCIATES)
Mr. Leszczynski advised that this Consulting Agreement was
originally approved by the Board on April 30, 1984 with Cole
Associates, Inc. which included the design of intersection
improvements at six (6) intersections. This Amendment is for
additional work requested by the City, which was not included in
the scope of services as established for the original contract,
for the intersection of Logan Street and Mishawaka Avenue. The
not -to -exceed amount will be increased from $21,000.00 to
$26,900.00 to cover the additional work. Upon a motion made by
Mr. Leszczynski, seconded by Ms. Barnard and carried, the above
Consulting Agreement Amendment was approved.
APPROVE CONSTRUCTION CONTRACT - JEFFERSON & EDDY RECONSTRUCTION
PROJECT
Mr. Leszczynski advised that in accordance with the bid awarded on
June 3, 1985, to Kaser-Spraker Construction Company, 25487 W.
State Road 2, South Bend, Indiana, in the amount of $38,291.00
(alternates included) for the above referred to project, a
Contract in said amount was being submitted for Board approval.
Upon a motion made by Mr. Leszczynski, seconded by Ms. Barnard and
carried, the Contract was approved subject to the appropriate
Insurance, Performance Bond and Labor and Materials Payment Bond
being filed.
