REGULAR MEETING JUNE 3, 1985 <br />The regular meeting of the Board of Public Works was convened at <br />9:31 a.m. on Monday, June 3, 1985, by President John E. <br />Leszczynski, with Mr. Leszczynski, Ms. Katherine G. Barnard <br />and Mr. Michael L. Vance present. Also present was Assistant City <br />Attorney Carolyn V. Pfotenhauer. <br />AGENDA ITEM ADDED <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Vance and <br />carried, the recommendation to award bids for equipment for the <br />alley paving program was added to the agenda. <br />APPROVE MINUTES OF PREVIOUS MEETING <br />Upon a motion made by Ms. Barnard, seconded by Mr. Leszczynski, <br />and carried, the minutes of the May 28, 1985, regular meeting of <br />the Board were approved. <br />PUBLIC HEARING AND RECOMMENDATION - ALLEY VACATION: 1ST EAST -WEST <br />ALLEY NORTH OF LINCOLNWAY WEST <br />Mr. Leszczynski advised that this was the date set for the Board's <br />Public Hearing on a proposed alley vacation described as the lst <br />east/west alley north of Lincolnway West running Northwesterly <br />from the East property line of the West 33 feet of Lot 25 <br />projected Northerly to the West property line of Lot 26 projected <br />Northerly for a total distance of 99 feet more or less, all being <br />in Henrick & Grant Addition to the Town, now City of South Bend, <br />St. Joseph County, Indiana. <br />It was noted that this Public Hearing is being held in order for <br />the Board to submit a recommendation to the Common Council <br />concerning the Vacation Petition filed by Mr. Ronald E. Gordon, <br />529 Lincolnway West, South Bend, Indiana. It was further noted <br />that pursuant to South Bend Municipal Code Section 18.53.8, owners <br />whose property abut the proposed alley to be vacated were notified <br />of the Board's Public Hearing date. <br />No one was present wishing to speak either for or against the <br />proposed alley vacation, and no written objections having been <br />filed with the Board, upon a motion made by Mr. Leszczynski, <br />seconded by Ms. Barnard and carried, the Public Hearing on this <br />matter was closed. <br />Mr. Leszczynski advised that favorable comments have been received <br />from the Engineering Department. The Area Plan Commission does not <br />recommend this alley be vacated, as proposed. They recommend that <br />one of two proposals be considered. First, that a turn -around be <br />dedicated to the public to facilitate the circulation within that <br />portion of the alley to remain open; or, Second, that the entire <br />alley be vacated between Chapin and the first N/S alley east of <br />Chapin, subject to additional land being dedicated at the alley <br />intersection to better facilitate turning movements. The <br />Community Development Department had no comments on the proposed <br />alley vacation. <br />The Board members stated that they had not inspected the alley to <br />be vacated and would like to do so before making a recommendation. <br />Upon a motion made by Mr. Leszczynski, seconded by Ms. Barnard and <br />carried, the public hearing on the above proposed alley vacation <br />was continued for one week in order for the Board members to make <br />a site inspection. <br />
