179 <br />REGULAR MEETING <br />MAY 13, 1985 <br />1. INSTALL STOP SIGN - On Williamsburg at Boston (Uncontrolled <br />"T"). Requested by: Cephus Phillips, President of <br />Harbor Homes Concerned Tenants Organization. <br />2. INSTALL <br />STOP SIGN - On <br />Jamestown at Boston (Uncontrolled <br />"T"). <br />Requested by: <br />Cephus Phillips. <br />3. INSTALL <br />STOP SIGN - On <br />Portsmouth at Boston (Uncontrolled <br />"T"). <br />Requested by: <br />Cephus Phillips. <br />4. INSTALL <br />ONE WAY STREET <br />- Studebaker from Fassnacht to <br />LaPorte. (To help relieve congestion at intersection <br />of LaPorte and Studebaker). <br />APPROVE TITLE SHEETS <br />Mr. Leszczynski advised that the Title Sheets for the Jefferson <br />and Eddy Realignment and Concrete Pavement Improvements - 1985 <br />Projects were being presented at this time for execution. Upon a <br />motion made by Mr. Leszczynski, seconded by Mr. Vance and carried, <br />the above referred to Title Sheets were approved and signed. <br />FILING OF ENVIRONMENTAL CLEAN-UP OF LOTS REPORT <br />A report from the Department of Code Enforcement indicating a <br />total of one hundred eighteen (118) properties cleaned from May 6, <br />1985 to May 10, 1985 was submitted. Upon a motion made by Mr. <br />Leszczynski, seconded by Ms. Barnard and carried, the report as <br />submitted was filed. <br />APPROVE CLAIMS <br />Deputy City Controller Carol M. Sanders submitted Claim Docket No. <br />10233 through Claim Docket No. 10936 and recommended approval. <br />Upon a motion made by Mr. Vance, seconded by Ms. Barnard and <br />carried, the claims were approved and the report filed. <br />PRIVILEGE OF THE FLOOR: <br />COMPLAINT REGARDING CLEAN-UP OF CORNER OF WASHINGTON & IOWA <br />Mr. Robert Williams, 1637 Longley, South Bend, Indiana, was <br />present and addressed the Board. He owns the lot at the corner of <br />Washington and Iowa near LaSalle Park. He stated that there is a <br />constant problem of people stopping their cars and littering on <br />his property. Mr. Williams advised that the Department of Code <br />Enforcement sent him a bill for cleaning up the property, which he <br />claims they did not do and he presented pictures to the Board. He <br />would like to request that No Parking and No Stopping signs be <br />placed so the Police Department could then enforce, possibly <br />helping the littering problem. Ms. Barnard advised that her <br />Department did pick up some litter, but it probably accumulated <br />again in a couple of days. She also stated that a property owner, <br />even of a vacant lot, has the responsibility of taking care of <br />their property. Mr. Williams said he would like to hire a couple <br />of kids to clean his property, but would like the City's help in <br />keeping some of the litter from getting there in the first place. <br />Mr. Leszczynski advised Mr. Williams that the Bureau of Traffic <br />and Lighting would look into the possibility of having No Parking <br />and No Stopping signs installed on Washington Street and he would <br />talk to the Police Department about enforcing no parking in the <br />alley. Mr. Leszczynski also advised him that he is still required <br />to clean his property and if he did not it would be cleaned by the <br />City again and he would get another bill. <br />
