REGULAR MEETING MAY 13, 1985 <br />DISCLOSURE OF A DETERMINATION OF CONFLICT OF INTEREST <br />In a letter to the Board Mr. Jon R. Hunt, Executive Director, <br />Department of Redevelopment, advised the Board that this letter is <br />to be received and filed at a public meeting of the Board of <br />Public Works and will serve as public disclosure of a <br />determination of conflict of interest under 24CFR 570.611 for the <br />following persons: <br />Ayanna Ydongo, employee of the South Bend Heritage Foundation, <br />for purchase of a house South Bend Heritage acquired and <br />rehabilitated with Community Development Block Grant Funds; <br />and <br />Lena Harley, former employee of the City of South Bend Bureau <br />of Housing, for an emergency repair grant to her house under <br />the Bureau of Housing Emergency repair grant program funded <br />with•Community Development Block Grant Funds. <br />It was noted that the office of the South Bend City Attorney has <br />determined that neither of the above situations constitute a <br />conflict of interest under state law, and the Department of <br />Redevelopment will be requesting a waiver from the United States <br />Department of Housing and Urban Development. <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Vance and <br />carried, the above letter was filed with the Board. <br />APPROVE OFFER TO PURCHASE REAL PROPERTY - BUREAU OF HOUSING LOCAL <br />HOMESTEADING PROGRAM - 918 NORTH CLEVELAND AVENUE <br />As part of the Bureau of Housing Local Homesteading Program, Mr. <br />Ted Leverman, Assistant Director, Bureau of Housing, presented to <br />the Board for approval an Offer to Purchase Real Property for the <br />property located at 918 North Cleveland Avenue in the amount of <br />$15,000.00. It is his recommendation that the purchase price is <br />reasonable for this property which would fit into the Urban <br />Homesteading Program. Upon a motion made by Mr. Leszczynski, <br />seconded by Ms. Barnard and carried, the above Offer to Purchase <br />Real Property in the amount of $15,000.00 from Ronald and Denise <br />Hixenbaugh for the house located at 918 North Cleveland Avenue was <br />approved and executed. <br />REOUEST TO PURCHASE CITY -OWNED PROPERTY AT 308 FULTON COURT <br />In a letter to the Board, Ms. Doris Milewski, 1009 W. La Salle, <br />South Bend, Indiana, indicated that she was interested in <br />purchasing the City -owned property at 308 Fulton Court, South <br />Bend, Indiana. Ms. Milewski advised that she has been taking care <br />of this lot, which is adjacent to her backyard, for the past three <br />years. Upon a motion made by Mr. Leszczynski, seconded by Ms. <br />Barnard and carried, the above'request was referred to the <br />necessary City departments and bureaus for a determination as to <br />whether or not the City need retain the lot for any reason. <br />REQUEST OF WEST SIDE MEMORIAL COMMITTEE TO HOLD ANNUAL MEMORIAL <br />DAY PARADE (MAY 27, 1985) REFERRED <br />In a letter to the Board, Ms. Adeline Waslicki-Jaskowiak, <br />Secretary, West Side Memorial Committee, requested permission to <br />hold the annual Memorial Day Parade on Monday, May 27, 1985. Ms. <br />Waslicki-Jaskowiak advised that the parade will assemble at 8:00 <br />a.m. at Olive and Ford Streets and will move out at 8:30 a.m. and <br />proceed west on Ford Street past Pierre Navarre School where it <br />will disband at Summit Drive. The total time from start to finish <br />will be approximately one and one-half hours. Upon a motion made <br />by Mr. Leszczynski, seconded by Ms. Barnard and carried, the above <br />request was referred to the Bureau of Traffic and Lighting and the <br />Police Department Traffic Division for review and recommendation. <br />
