REGULAR MEETING <br />APRIL 29, 1985 <br />The regular meeting of the Board of Public Works was convened at <br />9:32 a.m. on Monday., April 29, 1985, by President John E. <br />Leszczynski, with Mr. Leszczynski, Ms. Katherine G. Barnard <br />and Mr. Michael L. Vance present. Also present was Assistant City <br />Attorney Carolyn V. Pfotenhauer. <br />APPROVE MINUTES OF PREVIOUS MEETING <br />Upon a motion made by Ms. Barnard, seconded by Mr. Vance, and <br />carried, the minutes of the April 22, 1985, regular meeting of the <br />Board were approved. <br />APPROVE OFFERS TO PURCHASE REAL PROPERTY - BUREAU OF HOUSING LOCAL <br />HOMESTEADING PROGRAM - 1712 NASH STREET, 2016 KENDALL STREET AND <br />1125 HARVEY STREET <br />As part of the Bureau of Housing Local Homesteading Program, Mr. <br />Ted Leverman, Assistant Director, Bureau of Housing, presented <br />to the Board for approval Offers to Purchase Real Property at the <br />following locations: <br />ADDRESS: 1712 Nash Street <br />OWNER: Frank M. & Penny E. Thomas <br />PURCHASE PRICE: $15,500.00 <br />ADDRESS: 2016 S. Kendall Street <br />OWNER: Elizabeth M. Conner <br />PURCHASE PRICE: $16,000.00 <br />ADDRESS: 1125 Harvey Street <br />OWNER: Thomas E. Mead, Trustee <br />PURCHASE PRICE: $12,500.00 <br />It is Mr. Leverman's recommendation that the purchase prices are <br />reasonable for these properties which would fit into the Urban <br />Homesteading Program. He said their inventory of houses has been <br />quite low the last couple of years. Ms. Barnard inquired as to <br />how they come across these homes. Mr. Leverman stated that they <br />have been working with a Realtor from Cressy & Everett to find <br />these sort of houses. Mr. James Wensits, South Bend Tribune, <br />asked if they only use one Realtor and if so, why aren't other <br />Realtors given a chance at getting a commission also. Mr. Vance <br />stated that they only purchase five or six houses per year and <br />that the commission was worked out between the seller and the <br />Realtor. Mr. Leverman advised that the Bureau of Housing makes an <br />offer based on the appraisal price and if that offer were rejected <br />they would negotiate to come up with the purchase price. Upon a <br />motion made by Mr. Vance, seconded by Ms. Barnard and carried, the <br />above Offers to Purchase Real Property were approved and executed <br />and it was requested that the Bureau of Housing submit a report on <br />the process that is used to find these homes through Realtors. <br />REQUEST WALK IN REGARD TO THE SITUATION IN EL SALVADOR - REFERRED <br />The Board received a request from Marece Neagu and Lee Gloster for <br />permission to walk from Leeper Park to Notre Dame University in <br />regard to the situation in El Salvador on May 19, 1985. Upon a <br />motion made by Mr. Leszczynski, seconded by Mr. Vance and carried, <br />this request was referred to the Bureau of Traffic and Lighting <br />and the Police Department Traffic Division for their review and <br />recommendation. <br />APPROVE REQUEST TO ALLOW MULTIPLE PARKING SURROUNDING ST. <br />MATTHEW'S CATHEDRAL - APRIL 30, 1985 <br />A request was received from Joseph R. Crowley, Rector, Auxiliary <br />Bishop Fort Wayne -South Bend, that parking along Dayton, Dubail <br />and Dale Streets immediately surrounding St. Matthew's Church and <br />School be allowed in multiple lanes with the exception of one <br />
