9e7() <br />REGULAR MEETING <br />DECEMBER 23, 1986 <br />Indiana, acting by and through the Indiana Department of Highways <br />and the City and indicates that the project which provides for <br />the reconstruction of the 1400 South Olive - Norfolk and Western <br />(NJI&I) grade crossing has been approved by the Federal Highway <br />Commission Administration for Federal Aid funding. Therefore, <br />upon a motion made by Mr. Leszczynski, seconded by Mrs. DeClercq <br />and carried, the Agreement was approved and executed. <br />RECISION OF PRIOR OFFER TO PURCHASE, REJECTION OF COUNTEROFFER <br />AND RECOMMENDATION THAT BUREAU OF HOUSING PRESENT NEW <br />COUNTEROFFER - 121 NORTH ELM STREET <br />Mr. Leszczynski advised that on November 18, 1986, the Board of <br />Public Works approved and executed an Offer to Purchase the <br />property at 121 North Elm Street for the Bureau of Housing <br />Homestead Program from the owner of the property, Ms. Judy Davis, <br />for the sum of $8,300.00. On December 5, 1986, Ms. Davis, <br />submitted a counteroffer of $9,500.00. After a review of this <br />counteroffer, it was the recommendation of the Bureau of Housing <br />that the offer be accepted and approved. <br />Therefore, upon a motion made by Mrs. DeClercq, seconded by Mr. <br />Vance and carried, the Offer to Purchase approved by the Board on <br />November 18, 1986 was rescinded, the counteroffer as submitted by <br />Ms. Davis and recommended by the Bureau was rejected and the <br />Bureau of Housing advised to submit a new counteroffer to Ms. <br />Davis. <br />APPROVE AGREEMENTS FOR CABLEVISION SERVICE - FIRE DEPARTMENT <br />Ms. Annette Rotolo, General Manager, Heritage Cablevision, 16830 <br />Edison Road, South Bend, Indiana, submitted for execution, <br />Agreements between Heritage Cablevision and South Bend Fire <br />Department Stations #2 through #10. It was noted that the <br />Agreements indicate that according to the terms of the Franchise <br />Agreement between Heritage and the City of South Bend, Heritage <br />will provide any municipal building with one (1) outlet of basic <br />service at no charge for the installation of said outlet. <br />Therefore, upon a motion made by Mr. Vance, seconded by Mrs. <br />DeClercq and carried, the above referred to Agreements were <br />approved and executed. <br />DENY REQUEST FOR DESIGNATED HANDICAPPED PARKING - 1121 WEST <br />JEFFERSON <br />Mr. Leszczynski advised that Dr. Michael A. Strzelecki, The South <br />Bend Clinic, 211 North Eddy Street, South Bend, Indiana, <br />requested that Mrs. Helen Przybylinski, 1121 West Jefferson <br />Street, South Bend, Indiana, receive a designated handicapped <br />parking space in front of her residence. Upon review of this <br />request by the Police Department Traffic Division and the Bureau <br />of Traffic & Lighting, it was noted that Mrs. Przybylinski does <br />not own a vehicle, on field check there did not appear to be a <br />parking problem in front of her residence and there is a garage <br />in the rear of the residence. Therefore, it was recommended that <br />this request be denied. Upon a motion made by Mrs. DeClercq, <br />seconded by Mr. Vance and carried, the recommendation as stated <br />above was accepted and the request denied. <br />APPROVE TRAFFIC CONTROL DEVICES <br />Upon a motion made by Mr. Vance, seconded by Mrs. DeClercq and <br />carried, the following six (6) traffic control devices were <br />approved: <br />1. NEW INSTALLATION, STOP SIGN - On Jefferson at Walnut. <br />("T" Intersection). <br />2. NEW INSTALLATION, STOP SIGN - On Golfview Lane at <br />Chippewa.
