REGULAR MEETING <br />DECEMBER 9, 1986 <br />DENIAL OF PETITION FOR RESTRICTED RESIDENTIAL PARKING - 900 BLOCK <br />BELLEVUE AVENUE <br />Mr. Leszczynski advised that in response to the above referred to <br />Petition submitted on October 28, 1986 by Mr. Marion Balseley, <br />918 Bellevue Avenue, South Bend, the necessary traffic study was <br />conducted on November 5, 1986, by the Bureau of Traffic and <br />Lighting. Mr. Joseph J. Pluta, Director, Division of <br />Engineering, advised the Board that the results of this survey <br />showed an average occupancy of fifty per cent (50%). However, <br />the ordinance requires a seventy-five per cent (75%) occupancy. <br />Further, twenty-nine per cent (29%) of the vehicles were owned by <br />non-residents. The ordinance requires twenty-five per cent (25%) <br />non-resident occupancy. Therefore, because both criteria were <br />not met, Mr. Pluta recommended denial of the Petition for <br />Restricted Residential Parking. Upon a motion made by Mr. <br />Leszczynski, seconded by Mrs. DeClercq and carried, the above <br />recommendation was accepted and the Petition denied. <br />APPROVE AMENDED PARKING AREAS - SOUTHOLD THEATER NUTCRACKER <br />CONCERT PERFORMANCES AT MORRIS CIVIC AUDITORIUM - DECEMBER 16-18, <br />1986 <br />Mr. Leszczynski reminded Board members that on November 10, 1986, <br />the Board approved the request of the Southold Dance Theater for <br />traffic assistance for the Nutcracker Concert performances which <br />will be held for school age children at the Morris Civic <br />Auditorium on December 16-18, 1986, said request submitted on <br />September 30, 1986. It has now been determined and recommended <br />by the Bureau of Traffic and Lighting and the Police Department <br />Traffic Bureau that the following amended parking area be <br />approved: <br />100 West Colfax - North and south sides <br />200 West Main - West side <br />100 North Michigan - East side <br />Back -Up Area: <br />- 100 North Michigan - South 1/2 block <br />- 100 West Washington - North side <br />Therefore, upon a motion made by Mrs. DeClercq, seconded by Mr. <br />Leszczynski and carried, the above amended parking area was <br />approved. <br />APPROVE TRAFFIC CONTROL DEVICES <br />Upon a motion made by Mrs. DeClercq, seconded by Mr. Leszczynski <br />and carried, the following six (6) traffic control devices were <br />approved: <br />1. <br />NEW INSTALLATION, STOP SIGN - On Farnsworth at <br />Ironwood. ("T" Intersection). <br />2. <br />REMOVAL OF STOP SIGN, REVISED TO YIELD SIGN - <br />Winding Wood & Bercliff. <br />3. <br />REMOVAL OF STOP SIGN, REVISED TO YIELD SIGN - <br />Devonshire & Winding Wood. <br />4. <br />REMOVAL OF 15-MINUTE PARKING 6A-6P, REVISED <br />TO 30-MINUTE HANDICAP TOW AWAY - 224 N. Main. <br />(Requested by South Bend Water Works, <br />William V. Smurr, Director). <br />5. <br />REMOVAL OF OPEN PARKING, REVISED TO NO PARKING - <br />300 LaMonte Terrace, south side. (Annual <br />re -installation for winter season, December <br />to April). <br />
