REGULAR MEETING DECEMBER 9, 1986 DENIAL OF PETITION FOR RESTRICTED RESIDENTIAL PARKING - 900 BLOCK BELLEVUE AVENUE Mr. Leszczynski advised that in response to the above referred to Petition submitted on October 28, 1986 by Mr. Marion Balseley, 918 Bellevue Avenue, South Bend, the necessary traffic study was conducted on November 5, 1986, by the Bureau of Traffic and Lighting. Mr. Joseph J. Pluta, Director, Division of Engineering, advised the Board that the results of this survey showed an average occupancy of fifty per cent (50%). However, the ordinance requires a seventy-five per cent (75%) occupancy. Further, twenty-nine per cent (29%) of the vehicles were owned by non-residents. The ordinance requires twenty-five per cent (25%) non-resident occupancy. Therefore, because both criteria were not met, Mr. Pluta recommended denial of the Petition for Restricted Residential Parking. Upon a motion made by Mr. Leszczynski, seconded by Mrs. DeClercq and carried, the above recommendation was accepted and the Petition denied. APPROVE AMENDED PARKING AREAS - SOUTHOLD THEATER NUTCRACKER CONCERT PERFORMANCES AT MORRIS CIVIC AUDITORIUM - DECEMBER 16-18, 1986 Mr. Leszczynski reminded Board members that on November 10, 1986, the Board approved the request of the Southold Dance Theater for traffic assistance for the Nutcracker Concert performances which will be held for school age children at the Morris Civic Auditorium on December 16-18, 1986, said request submitted on September 30, 1986. It has now been determined and recommended by the Bureau of Traffic and Lighting and the Police Department Traffic Bureau that the following amended parking area be approved: 100 West Colfax - North and south sides 200 West Main - West side 100 North Michigan - East side Back -Up Area: - 100 North Michigan - South 1/2 block - 100 West Washington - North side Therefore, upon a motion made by Mrs. DeClercq, seconded by Mr. Leszczynski and carried, the above amended parking area was approved. APPROVE TRAFFIC CONTROL DEVICES Upon a motion made by Mrs. DeClercq, seconded by Mr. Leszczynski and carried, the following six (6) traffic control devices were approved: 1. NEW INSTALLATION, STOP SIGN - On Farnsworth at Ironwood. ("T" Intersection). 2. REMOVAL OF STOP SIGN, REVISED TO YIELD SIGN - Winding Wood & Bercliff. 3. REMOVAL OF STOP SIGN, REVISED TO YIELD SIGN - Devonshire & Winding Wood. 4. REMOVAL OF 15-MINUTE PARKING 6A-6P, REVISED TO 30-MINUTE HANDICAP TOW AWAY - 224 N. Main. (Requested by South Bend Water Works, William V. Smurr, Director). 5. REMOVAL OF OPEN PARKING, REVISED TO NO PARKING - 300 LaMonte Terrace, south side. (Annual re -installation for winter season, December to April).
