REGULAR MEETING OCTOBER 21, 1986 <br />The regular meeting of the Board of Public Works was convened at <br />9:37 a.m. on Tuesday, October 21, 1986, by President John E. <br />Leszczynski, with Mr. Leszczynski, Mrs. Patricia E. DeClercq <br />and Mr. Michael L. Vance present. Also present was Chief Deputy <br />City Attorney Thomas Bodnar. <br />AGENDA ITEMS ADDED <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Vance and <br />carried, the following items were added to the agenda: <br />1. License to Perform Construction as it relates to the <br />construction of a skywalk from the Marriott Hotel to <br />Century Center. <br />2. Recommendation from the Bureau of Traffic and Lighting <br />regarding a block party request. <br />3. One (1) traffic control device. <br />AGENDA ITEM STRICKEN <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Vance and <br />carried, the request of IUSB to utilize a calliope for the annual <br />Sounds of Music event was stricken from the agenda. <br />APPROVE MINUTES OF PREVIOUS MEETING <br />Upon a motion made by Mr. Vance, seconded by Mrs. DeClercq and <br />carried, the minutes of the October 14, 1986, regular meeting of <br />the Board were approved. <br />APPROVE COMMUNITY DEVELOPMENT CONTRACT <br />The following Community Development Contract was presented to the <br />Board for approval: <br />CENTER CITY ASSOCIATES <br />CENTRAL BUSINESS DISTRICT MARKET STUDY ACTIVITY <br />The targeted goal for this activity is to conduct a market <br />study of the Central Business District. The total cost of <br />this activity shall not exceed $ 18,000.00. <br />In response to Mr. Vance's inquiry regarding the relationship <br />between this Contract and the Agreement for Consulting Services <br />with Center City Associates also on today's agenda, Ms. Betsy <br />Harriman of the Department of Economic Development, advised that <br />the funds involved in this particular contract are civil City <br />funds administered through the Department of Community <br />Development and are for a continuation of a retail market study. <br />It was noted that an office space study will also be added to the <br />retail market study contract. <br />Therefore, upon a motion made by Mr. Leszczynski, seconded by Mr. <br />Vance and carried, the above Contract was approved and executed. <br />APPROVE AGREEMENT FOR CLERICAL SERVICES (CODE ENFORCEMENT HEARING <br />OFFICER) <br />Mrs. Patricia DeClercq, Director, Department of Code Enforcement, <br />advised that the Agreement submitted to the Board today for <br />approval is between the City of South Bend and Lawrence J. <br />Clifford, Attorney at Law, 205 West Jefferson Boulevard, Suite <br />110, South Bend, Indiana, employed by the City of South Bend as <br />Code Enforcement Hearing Officer, for clerical services provided <br />exclusively in conjunction with Mr. Clifford's duties as Hearing <br />Officer for the City of South Bend. It was noted that the term <br />of this Agreement is October 1, 1986 to December 31, 1986 and <br />provides that the City will pay to Mr. Clifford bi-weekly on <br />
