REGULAR MEETING <br />OCTOBER 7, 1986 <br />Therefore, upon a motion made by Mr. Vance, seconded by Ms. <br />Barnard and carried, the 1986 Holiday Schedule was amended to <br />include General Election Day November 4, 1986 as a paid holiday <br />for City employees. <br />APPROVE RELEASE OF RIGHTS AND EASEMENTS TO CONSTRUCT AND MAINTAIN <br />FACILITIES - (14 FT. _VACATED ALLEY BETWEEN LOTS 25,26,27, & 28 OF <br />BERNER GROVE FIRST ADDITION) <br />It was noted that on January 27, 1986, the Common Council <br />approved Vacation Ordinance No. 7596-86 vacating the fourteen <br />foot (14') alley 127 feet north of Mishawaka Avenue and between <br />Lots 25, 26, 27 and 28 of Berner Grove, subject to any and all <br />utility easements. Submitted to the Board at this time was a <br />Release of Rights and Easements to Construct and Maintain <br />Facilities as requested by James A. Cook and Associates on behalf <br />of the Southland Corporation who is involved in the construction <br />of a 7-Eleven Store in that area. Mr. Vance made a motion that <br />the Release of Rights and Easements to Construct and Maintain <br />Facilities as referred to above be approved. Ms. Barnard <br />seconded the motion and it carried. <br />APPROVE TRAFFIC CONTROL DEVICES <br />Upon a motion made by Mr. Vance, seconded by Ms. Barnard and <br />carried, the following seven (7) traffic control devices were <br />approved: <br />1. NEW INSTALLATION, STOP SIGN - On Longley at Wilber. <br />(Uncontrolled "Trr) <br />2. NEW INSTALLATION, STOP SIGN - On Florence at Wilber. <br />(Uncontrolled "T") <br />3. NEW INSTALLATION, STOP SIGN - On Wilber at Linden. <br />(Uncontrolled "T"). <br />4. REMOVAL OF NO PARKING 6A-9A - 900 S. Lafayette, <br />East side. <br />5. REMOVAL OF NO PARKING 6A-lP, EXCEPT SUNDAY - East side <br />of 200 N. Hill, Colfax to LaSalle. (Requested by <br />St. Joseph Parish). <br />6. REMOVAL OF ALL TRAFFIC CONTROL SIGNS - 100 S. Michigan <br />Street. (Re: Construction of Michigan Street). <br />7. REMOVAL OF STOP SIGN 1-WAY, REVISED TO STOP SIGN 3-WAY - <br />Springbrook & Byron. (Requested by Traffic Department). <br />APPROVE REQUEST OF CENTER CITY ASSOCIATES TO CONDUCT ANNUAL <br />HOLIDAY PARADE - NOVEMBER 22 1986 <br />Ms. Barnard advised that the Bureau of Traffic and Lighting and <br />the Police Department Traffic Division have reviewed the request <br />submitted to the Board on September 23, 1986, by Center City <br />Associates to conduct the Annual Holiday Parade on November 22, <br />1986 and recommend approval. It was noted that in the event that <br />the route submitted to the Board is not feasible, an alternate <br />route approved by the Bureau of Traffic and Lighting and the <br />Police Department will be utilized. Therefore, upon a motion <br />made by Mr. Vance, seconded by Ms. Barnard and carried, the <br />recommendation as submitted was accepted and the request <br />approved. <br />APPROVE RELEASE OF CONTRACTORS AND EXCAVATION BONDS <br />Mr. Melvin Humphrey, Engineering Department, recommended that <br />the following Contractors and Excavation bonds be released: <br />
