0L.r <br />REGULAR MEETING <br />OCTOBER 7, 1986 <br />The regular meeting of the Board of Public Works was convened at <br />9:33 a.m. on Tuesday, October 7, 1986, by Board Member Katherine <br />G. Barnard with Ms. Barnard and Mr. Michael L. Vance present. <br />Board President John E. Leszczynski was not in attendance. Also <br />present was Chief Deputy City Attorney Thomas Bodnar. <br />AGENDA ITEM ADDED <br />Upon a motion made by Mr. Vance, seconded by Ms. Barnard and <br />carried, a Presentation by Mayor Roger 0. Parent was added to the <br />agenda. <br />FAREWELL AND PRESENTATION OF KEY TO THE CITY TO BOARD MEMBER <br />KATHERINE G. BARNARD <br />Mayor Roger O. Parent was present to publicly recognize Katherine <br />G. Barnard, Board member and Director of the Department of Code <br />Enforcement, for her years of hard work and dedicated service to <br />the City and to present her with a Key to the City. It was noted <br />that the Board of Public Works meeting today will be the last <br />meeting Ms. Barnard will attend as she is leaving employment with <br />the City and moving to Connecticut. Ms. Barnard thanked Mayor <br />Parent and stated that she felt it was very valuable for the <br />Director of Code Enforcement to serve on the Board of Public <br />Works and is pleased that her successor will also serve on the <br />Board. Mr. Vance advised Ms. Barnard that on behalf of himself <br />and Mr. Leszczynski, who was not present today, he would like to <br />echo the Mayor's comments and thank her for her assistance. He <br />stated that she added a new dimension to the Board and it was a <br />pleasure to work with her. <br />APPROVE MINUTES OF PREVIOUS MEETING <br />Upon a motion made by Ms. Barnard, seconded by Mr. Vance and <br />carried, the minutes of the September 30, 1986, regular meeting <br />of the Board were approved. <br />APPROVE CONSTRUCTION CONTRACT - L.W.W. CURB IMPROVEMENTS PHASE II <br />PROJECT <br />Ms. Barnard advised that in accordance with the bid awarded on <br />September 23, 1986 to Kaser-Spraker Construction, Inc. 25487 W. <br />St. Rd. 2, P.O. Box 3605, South Bend, Indiana, in the amount of <br />$69,440.00 for the above referred to project, a Contract in said <br />amount was being submitted for Board approval. Upon a motion <br />made by Mr. Vance, seconded by Ms. Barnard and carried, the <br />Contract was approved and the appropriate Insurance, Performance <br />Bond and Labor and Materials Payment Bond as submitted were <br />filed. <br />APPROVE AMENDED 1986 HOLIDAY SCHEDULE <br />Mr. Michael L. Vance, Director, Administration and Finance, <br />reminded the Board that in early 1986 the Board removed election <br />days during 1986 from the list of official holidays previously <br />passed by the Board. As a result of that action, the Teamsters <br />filed a grievance concerning the holidays and the matter was <br />settled in arbitration with the Teamsters winning their <br />position. Previously, the Board had reinstated the primary <br />election day as a holiday for City employees. The City then <br />filed court action to set aside the arbitrator's decision. As <br />that court action has now been withdrawn as part of the 1987 wage <br />and benefit settlement with the Teamsters, Mr. Vance now <br />recommended that the Board reinstate the general election day, <br />November 4th as an official City holiday. <br />He further advised that as part of the 1987 wage and benefit <br />settlement, the City was able to negotiate the removal of <br />election days as holidays in this future contract. <br />
