REGULAR MEETING September 28, 2015 <br /> <br /> <br /> <br /> <br />Teachman when they hosted an event at the Kroc Community Center where the public greeted and <br />heard Chief Teachman’s vision on public safety. Now be it resolved by the Common Council of <br />the City of City South Bend as follows: <br /> <br />On behalf of the residents of the City of South Bend Indiana, the Common Council thanks and <br />recognizes Chief Teachman for striving to implement best practices in policing. By launching <br />many new initiatives such as: Operation Cease Fire, the every Thursday morning CAM meetings <br />which all levels of public safety officials serving throughout the St. Joe County, just to name a <br />few, which have helped foster, provide guidance, and leadership in pursuing the police <br />department’s mission. To seek improvements in the quality of police service provided to the <br />people of South Bend. Thank you Chief Teachman. <br /> <br />Councilmember Karen White – I would like to thank Councilmember Oliver Davis for bringing <br />forth this resolution while I wish the very best to Chief Teachman, I look forward to working with <br />Chief Scott, welcome aboard. <br /> <br />Councilmember Gavin Ferlic – A big thank you to Chief Teachman but congratulations to Chief <br />Ruszkowski. <br /> <br />Councilmember Dr. Fred Ferlic – I applaud and respect all that Chief Teachman did for us. He <br />applied discipline and metrics to a department. I think that Chief Ruszkowski will continue with <br />that. So best of luck to Chief Teachman and his future endeavors and he have all the happiness in <br />the world. <br /> <br />Councilmember Valerie Schey – In Chief Teachman’s absence I would like to take this opportunity <br />to congratulate Chief Ruszkowski. We certainly are looking forward to you as our Chief and it has <br />always been a pleasure and I am sure it will continue to be a pleasure working with you. <br /> <br />Councilmember Henry Davis, Jr. – I’m going to echo the same sentiments as the councilmember <br />to my left, Valerie, congratulations Chief Scott on your new appointment I know you have been <br />looking forward to this for a very long time. You worked hard to get here so let’s make something <br />happen, man. I look forward to some good stuff happening. <br /> <br />President Tim Scott – I’d also like to thank Chief Teachman for his service and anybody who steps <br />up into law enforcement in their service. Anybody who steps up puts a badge on and goes out and <br />does that for however long or short of time they’ve been here in the city we thank him for his <br />leadership and best of luck to him. <br /> <br />Councilmember Oliver Davis- Again I’d like to thank our Chief. I look forward to new and <br />exciting things with our new chief. <br /> <br />Chief Ruszkowski- On behalf of Chief Teachman I know he is a little busy right now in the <br />transition from the public safety perspective avenue that we have to the private sector. To say that <br />he is running from A to B would be an understatement. He has been in and out of the office about <br />40-50 times today trying to get things caught up. I can assure you that he is much humbled and <br />appreciative of what you’ve done with this resolution. I will make sure that he gets it. And, again <br />on both of our behalves thank you for your support of the chief and myself. Thank you. <br /> <br />Council President Tim Scott- This being the time heretofore set for the Public Hearing on the <br />above bill, proponents and opponents were given an opportunity to be heard. <br /> <br />There being no one present wishing to speak to the Council in favor of or opposition to this bill, <br />Councilmember Gavin Ferlic made a motion to adopt by acclamation Bill 15-84. <br />Councilmember Karen White seconded the motion which carried by a voice vote of seven (7) <br />ayes. <br /> <br />th <br />Councilmember Gavin Ferlic made a motion to continue Bill 15-93 to October 12, 2015. <br />Councilmember Valerie Schey seconded the motion which carried by a voice vote of seven (7) <br />ayes. <br /> <br /> <br />2 <br /> <br /> <br />
