<br />REGULAR MEETING September 28, 2015 <br /> <br /> <br /> <br /> <br />Be it remembered that the Common Council of the City of South Bend, Indiana met in the <br />Council Chambers of the County-City Building on Monday, September 28 at 7:00 p.m. The <br />meeting was called to order by Council President Tim Scott and the Invocation (Oliver Davis) <br />and Pledge to the Flag were given. <br /> <br /> <br />ROLL CALL <br /> <br />COUNCILMEMBERS: <br /> <br />st <br />Present: Tim Scott 1 District, (President) <br />nd <br />Henry Davis, Jr. 2 District (arrived 7:08 pm) <br />rd <br />Valerie Schey 3 District <br />th <br />Dr. Fred Ferlic 4 District <br />th <br /> Oliver J. Talboom Deputy <br /> Kareemah Fowler Chief Deputy <br /> <br />REPORT FROM THE SUB-COMMITTEE ON MINUTES <br />th <br />Councilmember Oliver Davis made a motion that the minutes of the September 14, 2015, <br />meeting of the Council be accepted and placed on file. Councilmember Valerie Schey seconded <br />the motion which carried by a voice vote of seven (7) ayes. <br /> <br />SPECIAL BUSINESS <br /> <br />15-84 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA, PUBLICLY THANKING RON TEACHMAN, FOR HIS <br />SERVICE AS 61 THE SOUTH BEND POLICE DEPARTMENT <br /> <br />Councilmember Oliver Davis presented Resolution 15-84 to the full Council. Councilmember <br />Oliver Davis stated our chief of police could not be here, our new Chief, Chief Ruszkowski will <br />accept on his behalf. Thank you Ron Teachman for serving as the 61st Police Chief of the City of <br />South Bend. We ask the City Council of The City of South Bend, Indiana recognizes that posted <br />on the South Bend Police Department’s Website are words in the chief’s message which reads as <br />follows: <br /> <br />A society free from crime, violence, and accidental injury remains an unachieved ideal. It is <br />therefore the mission of the South Bend Police Department to seek and find ways to affirmatively <br />promote, preserve, and deliver a feeling of security, safety, and productive quality services for all <br />citizens in our community. <br /> <br />We understand that building, cultivating and maintaining the community's trust is a key element <br />in crime reduction in our City. Our ultimate goal at the South Bend Police Department is to <br />improve the quality of life for all our citizens as well as others we serve. <br /> <br />Whereas Ron Teachman was appointed South Bend Chief of Police in January 2013, having been <br />a thirty-four (34) year veteran of the New Bedford Police Department, served as their chief from <br />2006 to 2011, served on the Massachusetts Governor’s Anti-Crime Council Subcommittee on <br />Urban Violence and was also the first South Bend Police Chief to hold a law degree having earned <br />his Juris Doctorate Magna Cum Laude in 1994.
