164, REGULAR MEETING MAY 20, 1986 In response to Mr. Vance's inquiry regarding South Bend Heritage's plans for the Center, Mr. Jeff Gibney, Executive Director, South Bend Heritage Foundation, advised that currently there are eighteen (18) full-time tenants and the center will continue to be managed as a community center. He stated that one-third (1/3) of the funds received in the fundraising effort will be reserved for actual acquisition of the center with the remaining two-thirds (2/3) of the funds to be utilized for rehabilitation. Further, it is anticipated that there will be an Advisory Board overseeing the management of programs and the South Bend Heritage Board overseeing the finances of the Center. In response to a question, Mr. Gibney stated that the operating costs will be covered by the income received. He stated that all tenants pay rent and the income generated is approximately $50,000.00 with expenses being the same amount. He further stated that the Center is operating on a tight budget. Ms. Barnard indicated that she is very supportive of this project and stated that it is a tremendous addition to Lincolnway West in conjunction with the work the City has done with the business association. Submitted to the Board for approval at this time, was an Agreement for Sale and Purchase of Real Property which indicated that Southold Heritage Foundation, Inc., d/b/a/ South Bend Heritage Foundation wishes to purchase the Colfax Cultural Center and the City of South Bend will purchase said property from its current owner, Michiana College of Commerce, Inc. Further, on May 27, 1986, the City shall sell to South Bend Heritage Foundation, the property known as the Colfax Cultural Center for thirty-four thousand nine -hundred dollars ($34,900.00). Additionally submitted to the Board was the Petition to Release Accrued Tax and Remove Property From Tax Rolls to be sent to the State Board of Tax Commissioners to remove the property from the tax rolls and release accrued taxes and a Warranty Deed from Michiana College of Commerce, Inc., conveying to the City of South Bend, Department of Redevelopment, the property known as the Colfax Cultural Center. Therefore, upon a motion made by Ms. Barnard, seconded by Mr. Vance and carried, the Agreement for Sale and Purchase of Real Property between the City of South Bend (seller) and the South Bend Heritage Foundation (Purchaser), the Petition to Release Accrued Tax and Remove Property from Tax Rolls and the Warranty Deed were accepted and approved. ADOPTION OF RESOLUTION NO.8-1986 - SALE OF CITY -OWNED PROPERTY AT: - 1608 1/2 PRAIRIE - 424 EAST SOUTH STREET - 508 EAST SOUTH STREET - 510 EAST SOUTH STREET - 610 SOUTH FELLOWS STREET Upon a motion made by Mr. Leszczynski, seconded by Ms. Barnard and carried, the following Resolution No. 8-1986 for the sale of City -owned properties was adopted: RESOLUTION NO. 8-1986 WHEREAS, the Board of Public Works of the City of South Bend, Indiana, has compiled a current detailed inventory of all real property owned by the City of South Bend; and WHEREAS, the Board of Public Works has reviewed said inventory of real property and it finds that certain of the parcels of real estate now owned by the City of South Bend are not necessary to the public use and are not set aside by State and City laws for public purposes; and
