Upon a motion made by Mr.
Leszczynski, seconded by Ms. Barnard and carried, the above
license application was approved and referred to the Deputy
Controller's office for issuance of a permit.
FILING OF ENVIRONMENTAL CLEAN-UP OF LOTS REPORT
A report from the Department of Code Enforcement indicating a
total of eighty-two (82) properties cleaned from April 18, 1986
to April 24, 1986, was submitted. Upon a motion made by Ms.
Barnard, seconded by Mr. Vance and carried, the report as
submitted was filed.
APPROVE CLAIMS
Deputy City Controller Carol M. Sanders submitted Claim Docket
No. 8930 through Claim Docket No. 9455 and recommended approval.
Upon a motion made by Mr. Vance, seconded by Ms. Barnard and
carried, the claims were approved and the report filed.
PRIVILEGE OF THE FLOOR:
CITIZEN QUESTIONS AND CONCERNS REGARDING AGENDA ITEMS
Mr. Joseph Guentert, 3510 Corby Boulevard, South Bend, Indiana,
was present and addressed the Board. Mr. Guentert had questions
regarding the Change Order for the Michigan Street Improvements
Project which was approved by the Board this date. In response
to his inquiries, Board members advised Mr. Guentert that the
Bureau of Public Construction which submitted the Change Order
for approval has been in existence since 1972; the Board of
Public Works has the final authority in the approval of the
Change Orders which are recommended; monies for this project have
already been allocated and the Change Order was discussed with
Mr. Jon Hunt of the Department of Redevelopment before proceeding
with the addition of the demolition of the Baers Building to the
scope of the project through Change Order No. 1.
Mr. Guentert further inquired regarding the request to advertise
for the receipt of bids for the Cast in Place Concrete Project
(Coveleski Stadium) which was on the Board agenda today and which
was approved. He inquired if it was the intent of the Board not
to issue any contracts for stadium work until the findings are
received from the State Tax Board. Mr. Leszczynski advised him
that that was correct. Further, Mr. Guentert stated that at the
time the Board approved this request Mr. Leszczynski stated that
the City was proceeding on behalf of Security Pacific Bank as
their agent. He stated that he believed it should have been
stated that the City "will be" acting as their agent and not that
they "are" acting as their agent at this time. Mr. Leszczynski
thanked Mr. Guentert for making that correction.
1
1
C
