REGULAR MEETING APRIL 1, 1986 9 1 1 The regular meeting of the Board of Public Works was convened at 9:32 a.m. on Tuesday, April 1, 1986, by President John E. Leszczynski, with Mr. Leszczynski, Ms. Katherine G. Barnard and Mr. Michael L. Vance present. Also present was Chief Deputy City Attorney Thomas Bodnar. SWEARING IN OF NEW CITY ATTORNEY - EUGENIA S. SCHWARTZ Mayor Roger 0. Parent was present and performed the swearing in of Eugenia S. Schwartz as the new City Attorney. He stated that Ms. Schwartz has been with the City Legal Department since July, 1980, and is very qualified for this position and has done marvelous work. Further, Ms. Schwartz is the first woman City Attorney for the City of South Bend. The oath was read and the Board and Mayor Parent congratulated Ms. Schwartz. APPROVE MINUTES OF PREVIOUS MEETING Upon a motion made by Ms. Barnard, seconded by Mr. Vance, and carried, the minutes of the March 25, 1986, regular meeting of the Board were approved. APPROVE COMMUNITY DEVELOPMENT CONTRACTS The following Community Development contracts were presented to the Board for approval: HISTORIC PRESERVATION ADMINISTRATIVE ASSISTANT ACTIVITY The goal of this project is to enable the Historic Preservation Commission to expand its activities throughout the City to include: assistance in obtaining neighborhood historic district designations; provide technical assistance on the implications of Multiple Resource District designation; disseminate information on economic benefits of preservation; devise a comprehensive plan to use the city survey most effectively and efficiently; conduct reviews of federally funded projects and technical assistance to the Community Development planning staff and recipients of C.D. funds as requested. The total cost of this activity shall not exceed $7,000.00. HANSEL NEIGHBORHOOD CENTER, INC. HANSEL CENTER REPAIRS AND IMPROVEMENTS The targeted goal for this activity is to conduct physical improvements to the interior and exterior of the building. These physical improvements will make it more accessible to the handicapped. The total cost of this activity shall not exceed $21,745.00. NEW BUSINESS FACILITIES BUSINESS AND TECHNOLOGY CENTER OPERATING ACTIVITY The targeted goal for this activity is that 51% of the jobs created through the operation of the center must be available to low/moderate income individuals. The total cost of this activity shall not exceed $25,000.00. SOUTH BEND HUMAN RIGHTS COMMISSION HUMAN RIGHTS STAFF ATTORNEY ACTIVITY This contract enables the Human Rights Commission to contract for legal services designed to identify and eliminate barriers to equal opportunities for all and to encourage those activities which foster equal opportunity, fair housing and minority business participation. The total cost of this activity shall not exceed $ 13,000.00.
