REGULAR MEETING APRIL 1, 1986 <br />9 <br />1 <br />1 <br />The regular meeting of the Board of Public Works was convened at <br />9:32 a.m. on Tuesday, April 1, 1986, by President John E. <br />Leszczynski, with Mr. Leszczynski, Ms. Katherine G. Barnard <br />and Mr. Michael L. Vance present. Also present was Chief Deputy <br />City Attorney Thomas Bodnar. <br />SWEARING IN OF NEW CITY ATTORNEY - EUGENIA S. SCHWARTZ <br />Mayor Roger 0. Parent was present and performed the swearing in <br />of Eugenia S. Schwartz as the new City Attorney. He stated that <br />Ms. Schwartz has been with the City Legal Department since July, <br />1980, and is very qualified for this position and has done <br />marvelous work. Further, Ms. Schwartz is the first woman City <br />Attorney for the City of South Bend. The oath was read and the <br />Board and Mayor Parent congratulated Ms. Schwartz. <br />APPROVE MINUTES OF PREVIOUS MEETING <br />Upon a motion made by Ms. Barnard, seconded by Mr. Vance, and <br />carried, the minutes of the March 25, 1986, regular meeting of <br />the Board were approved. <br />APPROVE COMMUNITY DEVELOPMENT CONTRACTS <br />The following Community Development contracts were presented to <br />the Board for approval: <br />HISTORIC PRESERVATION ADMINISTRATIVE ASSISTANT ACTIVITY <br />The goal of this project is to enable the Historic Preservation <br />Commission to expand its activities throughout the City to <br />include: assistance in obtaining neighborhood historic district <br />designations; provide technical assistance on the implications of <br />Multiple Resource District designation; disseminate information <br />on economic benefits of preservation; devise a comprehensive plan <br />to use the city survey most effectively and efficiently; conduct <br />reviews of federally funded projects and technical assistance to <br />the Community Development planning staff and recipients of C.D. <br />funds as requested. The total cost of this activity shall not <br />exceed $7,000.00. <br />HANSEL NEIGHBORHOOD CENTER, INC. <br />HANSEL CENTER REPAIRS AND IMPROVEMENTS <br />The targeted goal for this activity is to conduct physical <br />improvements to the interior and exterior of the building. These <br />physical improvements will make it more accessible to the <br />handicapped. The total cost of this activity shall not exceed <br />$21,745.00. <br />NEW BUSINESS FACILITIES <br />BUSINESS AND TECHNOLOGY CENTER OPERATING ACTIVITY <br />The targeted goal for this activity is that 51% of the jobs <br />created through the operation of the center must be available to <br />low/moderate income individuals. The total cost of this activity <br />shall not exceed $25,000.00. <br />SOUTH BEND HUMAN RIGHTS COMMISSION <br />HUMAN RIGHTS STAFF ATTORNEY ACTIVITY <br />This contract enables the Human Rights Commission to contract for <br />legal services designed to identify and eliminate barriers to <br />equal opportunities for all and to encourage those activities <br />which foster equal opportunity, fair housing and minority <br />business participation. The total cost of this activity shall <br />not exceed $ 13,000.00. <br />
