55 <br />REGULAR MEETING <br />FEBRUARY 18, 1986 <br />The regular meeting of the Board of <br />9:40 a.m. on Tuesday, February 18, <br />Leszczynski, with Mr. Leszczynski, <br />and Mr. Michael L. Vance present. <br />City Attorney Thomas Bodnar. <br />Public Works was convened at <br />1986, by President John E. <br />Ms. Katherine G. Barnard <br />Also present was Chief Deputy <br />APPROVE MINUTES OF PREVIOUS MEETING <br />Upon a motion made by Ms. Barnard, seconded by Mr. Leszczynski <br />and carried, the minutes of the February 11, 1986, regular <br />meeting of the Board were approved. <br />OPENING OF BIDS - APPROXIMATELY EIGHT (8) NEW OR USED VEHICLES <br />FOR THE 1986 SOUTH BEND POLICE DEPARTMENT DETECTIVE BUREAU FLEET <br />This was the date set for receiving and opening of sealed bids <br />for the above referred to vehicles. The Clerk tendered proofs of <br />publication of Notice in the South Bend Tribune and the <br />Tri-County News which were found to be sufficient. No bids for <br />the above referred to vehicles were received. <br />As this was the second time the City advertised for the receipt <br />of bids for these vehicles, and no bids were received either <br />time, Mr. Vance made a motion that Police Department Services <br />Division Chief Ronald Marciniak be instructed to seek out and <br />negotiate with several local car dealers, obtain prices for new <br />or used vehicles and bring his recommendation back to the Board. <br />It was requested that he contact at least three (3) dealers. Ms. <br />Barnard seconded the motion and it carried. <br />Ms. Barnard further inquired what amount of money was <br />appropriated for the purchase of these vehicles. The Clerk was <br />instructed to contact the Police Department to secure this <br />information. <br />In response to a question from the news media inquiring why no <br />bids were received, Mr. Vance stated that, as information was <br />relayed to him, the requirement of a service history for vehicles <br />as well as prior owners appeared to be difficult to obtain and <br />not readily available. As to why dealers did not bid new <br />vehicles if the above referred to information was not Available <br />for used vehicles, no answer was available. <br />PUBLIC HEARING AND FAVORABLE RECOMMENDATION - ALLEY VACATION: 1ST <br />N/S ALLEY W. OF LAUREL ST. RUNNING SO. FROM NAPIER ST. TO THE 1ST <br />Mr. Leszczynski advised that this was the date set for the <br />Board's Public Hearing on a proposed alley vacation described as <br />the first north/south alley west of Laurel Street running south <br />from Napier Street to the first intersecting east/west alley for <br />a distance of 175.56 feet lying between Lot 10 of Willett's Sub <br />of B.O.L. 89 and Lot 6 of Deardoffs' Sub of B.O.L. 90 all being <br />in the City of South Bend, St. Joseph County, Indiana. <br />It was noted that this Public Hearing is being held in order for <br />the Board to submit a recommendation to the Common Council <br />concerning the Vacation Petition filed by Mr. Carter Buchanan, <br />121 North Wellington Street, South Bend, Indiana. It was further <br />noted that Mr. Buchanan is the only property owner abutting the <br />proposed alley to be vacated. <br />Mr. Carter Buchanan, Petitioner, was present and indicated that <br />he had no comments at this time. <br />There being no one else present wishing to speak either for or <br />against the proposed alley vacation, and no written objections <br />having been filed with the Board, upon a motion made by Mr. <br />Leszczynski, seconded by Ms. Barnard and carried, the Public <br />Hearing on this matter was closed. <br />
