REGULAR MEETING <br />FEBRUARY 11, 1986 <br />Councilman John Voorde was present at the meeting and advised <br />that as Chairman of the Zoning and Vacation Committee of the <br />Common Council, some concerns were raised at prior meetings held <br />that need to be answered. Those concerns are: <br />1. PUBLIC SAFETY <br />Are other streets available for police and fire <br />emergency vehicles needing access to Northside and <br />Mishawaka Avenue? <br />2. BOAT LANDING <br />Will individuals pulling boats have access to the boat <br />landing at Memorial Park via other streets? <br />Mr. Voorde stated that individuals utilizing the boat landing at <br />Memorial Park will increase once the salmon start running. <br />Mr. Voorde additionally stated that it is his personal opinion <br />that the above concerns can be addressed and hoped that the Board <br />felt that way also even though their review of the proposed <br />vacations is strictly on a technical basis. He stated that he <br />felt the City should encourage the growth of IUSB as they are a <br />vital element to the community and it is in the best interests of <br />the City to do what it can to accommodate their overall <br />development plans. <br />Police Chief Charles T. Hurley and Fire Chief Luther Taylor were <br />present and in response to Mr. Leszczynski's inquiry regarding <br />the effect the closing of these streets would have on police and <br />fire services, Chief Chief Hurley stated that the Department sees <br />no effect on police services.by closing Greenlawn as the Police <br />still have access thru the side streets. Chief Taylor stated <br />that he forsees no problems and in regards to the boat launching <br />situation, he would be happy to provide additional information if <br />it is requested. <br />South Bend Tribune Reporter Judy Bradford asked Mr. Kleva to <br />clarify his statement regarding the proposed library encroaching <br />onto the right-of-way. Mr. Kleva stated that the library is in <br />the south terminus of the quadrangle and should the library be <br />built somewhere else, it would still be desirable to close <br />Greenlawn Avenue. He further advised that in the university <br />long-range plans, they would like to acquire the property <br />presently utilized by the Coca Cola Bottling Company. <br />Mr. Leszczynski stated that presently the residents of Hildreth <br />Street utilize restricted residential parking. Mr. Kleva stated <br />that the closing of Greenlawn and the cul-de-sac at Hildreth will <br />preserve the street as a residential neighborhood. <br />There being no one else present wishing to speak either for or <br />against the proposed alley vacation, and no written objections <br />having been filed with the Board, upon a motion made by Mr. <br />Leszczynski, seconded by Ms. Barnard and carried, the Public <br />Hearing on this matter was closed. <br />Ms. Barnard commented that Mr. Kleva's presentation was very well <br />done in explaining technical concerns the Board has had regarding <br />this matter. <br />Mr. Vance stated that his concerns also were addressed, those <br />concerns being access to the U.S. Army Reserve Center, which is <br />Park Department property, and further stated that he would like <br />to make sure that that phase is covered. <br />Mr. Leszczynski stated that"the improvements must be constructed <br />before the vacation takes effect. <br />1 <br />
