89 <br />REGULAR MEETING <br />FEBRUARY 11, 1986 <br />The east/west leg (37.5' x 14') of which is bounded on the <br />north by Lot 116 of the Bellevue Addition (IUSB property), on <br />the east by the north/south leg of the alley, on the south by <br />the U.S. Army Reserve Center (City property) and on the west <br />by an extension of the west lot line of Lot 116 of the <br />Bellevue Addition; <br />The north/south street known as Greenlawn Avenue (66 foot <br />R.O.W.) between the south R.O.W. line of Ruskin Street and <br />the north R.O.W. line of Northside Blvd., bounded on the east <br />by the Indiana University at South Bend (IUSB) campus and on <br />the west by Lots 9-24, inclusive, of Mikesell's Addition <br />(IUSB property) the Hildreth Street R.O.W. and the U.S. Army <br />Reserve Center (City property); and <br />The east 190.11 feet of the east/west street known as <br />Hildreth Street (40-60 foot R.O.W.) between an extension of <br />the west lot line of Lot 115 of the Bellevue Addition and the <br />west R.O.W. line of Greenlawn Avenue, bounded on the north by <br />Lot 115 of the Bellevue Addition, a vacated 14-foot <br />north/south alley and Lot 21 of Mikesell's Addition (all IUSB <br />property) and on the south by Lot 116 of the Bellevue <br />Addition (IUSB property), a publicly dedicated 14-foot <br />north/south alley and Lot 22 of Mikesell's Addition (IUSB <br />property). <br />It was noted that this Public Hearing is being held in order for <br />the Board to submit a recommendation to the Common Council <br />concerning the Vacation Petitions filed by Mr. Lester M. Wolfson, <br />Chancellor, Indiana University at South Bend, 1700 Mishawaka <br />Avenue, South Bend, Indiana. It was further noted that pursuant <br />to South Bend Municipal Code Section 18-53.8, owners whose <br />property abut the proposed alleys to be vacated were notified of <br />the Board's Public Hearing date. <br />Mr. Marty L. Kleva, Cole Associates, Inc., 2211 East Jefferson <br />Boulevard, South Bend, Indiana, was present on behalf of the <br />Petitioners and addressed the Board. <br />Mr. Kleva stated that the purpose of the proposed vacations is <br />for the development of the IUSB campus. It is not true that the <br />proposed property to be vacated is necessary for access to the <br />new IUSB library. Construction of the library is a phase of the <br />development that is concurrent with the overall development plan <br />for the campus. ,The property acquired through the vacation would <br />be utilized to create a green space thru the center of the campus <br />which would include Greenlawn Avenue. This would provide the <br />unifying element with buildings being built around the central <br />core without interference from vehicular traffic. <br />The library's location would compliment this space. <br />He further stated that a portion of the east/west Hildreth Street <br />would be vacated from the alley east to Greenlawn. Further, a <br />cul-de-sac would be constructed at the end of Hildreth Street and <br />a new alley would be dedicated to the City to replace the alley <br />being vacated to provide access to garages for the residents of <br />Hildreth Street. <br />The cul-de-sac at Hildreth Street would be constructed and would <br />provide a turn -around to assist motorists utilizing Hildreth <br />Street thereby not creating a dead-end street. The alley will be <br />constructed at the same time as the cul-de-sac. <br />Mr. Kleva informed the Board that the overall master plan for <br />campus development includes the vacation of the above referred to <br />streets and alleys. Two (2) prior studies concerning campus <br />development contained one common recommendation in that it was <br />recommended that Greenlawn Avenue be vacated to provide the <br />unifying element to the campus. The campus at present, does not <br />have the identity of being a campus and the green space <br />recommended would provide that element. <br />
