21 <br />REGULAR MEETING <br />JANUARY 21. 1986 <br />DENY REQUESTS FOR DESIGNATED HANDICAPPED PARKING SPACES: <br />- 2116 SOUTH KENDALL <br />- 222 SOUTH TAYLOR <br />Mr. Leszczynski advised that the Bureau of Traffic and Lighting <br />and the Police Department Traffic Division has reviewed the <br />request of Mrs. Irene Paczkowski, 2116 South Kendall, South Bend, <br />Indiana, submitted to the Board on August 26, 1985, to have the <br />parking space in front of her home designated as a handicapped <br />parking space as well as the request of Real Services on behalf <br />of Mrs. Lillian Butterworth, 222 South Taylor Street, South Bend, <br />Indiana, submitted to the Board on September 16, 1985, to have <br />the space in front of her home designated as a handicapped <br />parking space and recommend denial of both requests. <br />In the case of Mrs. Paczkowski, it was noted that Mr. Paczkowski <br />is at the Meridian Health Care -Cardinal facility and is <br />transported to his home at 2116 South Kendall every Thursday to <br />spend the afternoon. Because the special van that takes him to <br />his home cannot park in front of the residence, the designation <br />was requested. In reviewing this request, the Bureau of Traffic <br />and Lighting felt that the handicapped parking ordinance <br />requirements were not met in that the residents do not actually <br />own a vehicle. <br />In regards to the request of Real Services on behalf of Mrs. <br />Butterworth, 222 South Taylor Street, the Bureau of Traffic and <br />Lighting advised that because Mrs. Butterworth does not own a <br />vehicle but requested the designation in order for the <br />Specialized Transportation System van to be able to park in front <br />of her home to pick her up, the request should also be denied. <br />Board members Ms. Barnard and Mr. Vance stated that they have <br />some concerns regarding the recommendation to deny these <br />requests. Mr. Leszczynski stated that these individuals do not <br />own vehicles but utilize other transportation services. Further, <br />it was the intent of the ordinance that the designation be <br />provided to individuals who qualify and own vehicles. He stated <br />that in the instance of Mr. Paczkowski, the space would only be <br />utilized by him one afternoon a week. In the case of Mrs. <br />Butterworth, the space would only be utilized when she is <br />transported by the STS van. <br />Mr. Leszczynski made a motion that the recommendations be <br />accepted and the requests denied and that the Clerk advise the <br />individuals requesting the designation that their requests were <br />denied but the Board would be willing to review their requests <br />again should they desire. Mr. Vance seconded the motion and it <br />carried, with Ms. Barnard reluctantly voting in favor of the <br />denial. <br />APPROVE HANDICAPPED PARKING PERMIT <br />Upon a motion made by Ms. Barnard, seconded by Mr. Leszczynski <br />and carried, the following one (1) handicapped parking permit <br />application was approved and referred to the Deputy Controller's <br />office for issuance of a permit: <br />1. Emery F. Molnar, 1147 Blaine, S.B. <br />FILING OF ENVIRONMENTAL CLEAN-UP OF LOTS REPORT <br />A report from the Department of Code Enforcement indicating a <br />total of thirty (30) properties cleaned from January 13, 1986 to <br />January 17, 1986 was submitted. Upon a motion made by Ms. <br />Barnard, seconded by Mr. Vance and carried, the report as <br />submitted was filed. <br />
