012 <br />REGULAR MEETING OCTOBER 20. 1987 <br />Therefore, upon a motion made by Mr. Leszczynski, seconded by Mr. <br />Vance and carried, the above Quotations were referred to the <br />Department of Economic Development and the Engineering Department <br />for review and recommendation. <br />ADOPTION OF RESOLUTION NO. 29-1987 APPOINTING APPRAISERS - RE: <br />CONSTRUCTION OF PARKING FACILITY <br />Mr. Leszczynski advised that;Resolution No'. 29-1987 provides for <br />the appointment of Jerome E. Michael and Richard E. McCloskey, <br />professional appraisers, to appraise the fair market value of the <br />land located at the northwest corner of South St. Joseph Street <br />and East Wayne Street which is the proposed site for the <br />construction of a parking facility. Therefore, upon a motion <br />made by Mr. Vance, seconded by Mrs. DeClercq and carried, the <br />following Resolution No. 29-1987 was adopted: <br />RESOLUTION NO. 29-1987 <br />A RESOLUTION OF THE SOUTH BEND BOARD OF PUBLIC <br />WORKS APPOINTING APPRAISERS. <br />WHEREAS, the South Bend Board of Public Works (Board) has <br />agreed in a joint resolution with the South Bend Redevelopment <br />Commission, being Resolution No. 28-1987 of the Board, to accept <br />conveyance of the following real property located at the <br />northwest corner of South St. Joseph Street and East Wayne Street <br />in the South Bend Central Development Area, more particularly <br />described as follows: <br />A part of the Northwest Quarter of Section 12, Township 37 <br />North, Range 2 East of the Second Principal Meridian, <br />Portage Township, City of South Bend, Indiana being a part <br />of Lots Fifty (50), and Fifty-one (51) and Fifty-two (52) of <br />the Original Plat of South Bend, Indiana more particularly <br />described as follows: Beginning at the intersection of the <br />Westerly right-of-way line of St. Joseph Street (85 foot <br />right-of-way) with the North right-of-way line of Wayne <br />Street (82.5 foot right-of-way), thence South 89°38112" West <br />(bearing assumed) along the North right-of-way line of Wayne <br />Street 148.84 feet; thence North 00°27'00" West, 186.00 <br />feet; thence North 89°39'34" East, 165.61 feet; thence <br />Southwesterly 186.99 feet along a segment of a curve to the <br />right having a radius of 912.43 feet, subtended by a chord <br />having a bearing of South 04°42'19" West and a length of <br />186.66 feet to the point of beginning. <br />and <br />WHEREAS, the Board has adopted Resolution No. 27-1987, <br />confirming Resolution No. 24-1987, concerning acquisition and <br />construction of a parking facility; and <br />WHEREAS, the Board has requested proposals and qualifica- <br />tions for parking garage financing and construction in response <br />to specifications approved by the Board and has proposed to <br />finance the construction of the parking garage by lease or lease <br />purchase pursuant to those specifications; and <br />WHEREAS, the lessor of the parking garage must hold the land <br />on which the structure is to be erected in fee simple, and the <br />Board must determine the appraised value of that land by <br />appointing two professional appraisers, who will provide the <br />Board with their appraisal within two weeks after the date of <br />their appointment. <br />NOW, THEREFORE, BE IT RESOLVED by the South Bend Board of <br />Public Works, as follows: <br />
