1272 <br />REGULAR MEETING <br />SEPTEMBER 15, 1987 <br />construction of the parking garage be financed by lease or lease <br />purchase pursuant to specifications attached to this resolution <br />as Exhibit C and incorporated fully herein. <br />Section 4. The Clerk of the Board is instructed to issue <br />requests for qualifications and proposals for parking garage <br />financing and construction in response to specifications <br />described in Exhibit C and to publish notice of request for <br />qualifications and proposals in the South Bend Tribune and the <br />Tri-County News on September 18, 1987, stating that proposals <br />will be received no later than 9:30 a.m. at the October 6, 1987, <br />meeting of the Board of Public Works. <br />Section 5. The Board sets September 29, 1987, 9:30 a.m., <br />1308 County -City Building, 227 W. Jefferson Boulevard, South <br />Bend, Indiana, 46601, as the date, time, and place respectively <br />of a public hearing at which the Board will hear all persons <br />interested in or affected by the proceedingsdescribedherein, <br />will consider any remonstrances or objections filed, will finally <br />determine the public utility and benefit of the project described <br />herein to the City of South Bend and its citizens, and will <br />confirm, modify and confirm, or rescind this resolution. <br />Section 6. The Clerk is instructed to keep open to <br />inspection by all persons interested in or affected by the <br />acquisition of the property proposed to be acquired or the <br />construction or operation of the project described herein this <br />resolution, as well as the plats, descriptions, plans, drawings, <br />and estimate described herein and filed on this date. <br />Section 7. The Clerk is further instructed to publish <br />notice of the adoption of this resolution and its purport and of <br />the availability of the above described information and of the <br />hearing date, time, and place in the South Bend Tribune and the <br />Tri-County News on September 18, 1987. <br />Adopted this 15th day of September, 1987 at a regular <br />meeting of the Board of Public Works. <br />SOUTH BEND, INDIANA, <br />BOARD OF PUBLIC WORKS <br />s/John E. Parmerlee, Clerk <br />Mr. Joseph Guentert, 3510 Corby Boulevard, South Bend, Indiana, <br />addressed the Board and suggested that instead of utilizing a <br />valuable parcel of property in the downtown area for a parking <br />garage, a better solution would be to have individuals park <br />outside of the central downtown business district and be shuttled <br />in to town to conduct business. He stated that most people who <br />park downtown and utilize the parking garages are not executives <br />who come and go to conduct business but individuals who park <br />their vehicles for the day and work downtown. <br />Mr. Guentert also stated that there is a balloon payment due in <br />1990 on the parking structures currently owned and operated by <br />the City. Mr. Vance informed Mr. Guentert that the City is not <br />responsible for a balloon payment in 1990 as the garages were <br />re -financed in the 1970's. Mrs. Guentert recommended that the <br />Board advise the Common Council of this fact as the balloon <br />payment information was provided to them from the Common <br />Council. Mr. Guentert stated that the garages remain a burden on <br />the taxpayer and reiterated his opinion that a shuttle service <br />would work better than constructing a new parking garage. <br />1 <br />1 <br />
