1272 REGULAR MEETING SEPTEMBER 15, 1987 construction of the parking garage be financed by lease or lease purchase pursuant to specifications attached to this resolution as Exhibit C and incorporated fully herein. Section 4. The Clerk of the Board is instructed to issue requests for qualifications and proposals for parking garage financing and construction in response to specifications described in Exhibit C and to publish notice of request for qualifications and proposals in the South Bend Tribune and the Tri-County News on September 18, 1987, stating that proposals will be received no later than 9:30 a.m. at the October 6, 1987, meeting of the Board of Public Works. Section 5. The Board sets September 29, 1987, 9:30 a.m., 1308 County -City Building, 227 W. Jefferson Boulevard, South Bend, Indiana, 46601, as the date, time, and place respectively of a public hearing at which the Board will hear all persons interested in or affected by the proceedingsdescribedherein, will consider any remonstrances or objections filed, will finally determine the public utility and benefit of the project described herein to the City of South Bend and its citizens, and will confirm, modify and confirm, or rescind this resolution. Section 6. The Clerk is instructed to keep open to inspection by all persons interested in or affected by the acquisition of the property proposed to be acquired or the construction or operation of the project described herein this resolution, as well as the plats, descriptions, plans, drawings, and estimate described herein and filed on this date. Section 7. The Clerk is further instructed to publish notice of the adoption of this resolution and its purport and of the availability of the above described information and of the hearing date, time, and place in the South Bend Tribune and the Tri-County News on September 18, 1987. Parmerlee, Clerk Mr. Joseph Guentert, 3510 Corby Boulevard, South Bend, Indiana, addressed the Board and suggested that instead of utilizing a valuable parcel of property in the downtown area for a parking garage, a better solution would be to have individuals park outside of the central downtown business district and be shuttled in to town to conduct business. He stated that most people who park downtown and utilize the parking garages are not executives who come and go to conduct business but individuals who park their vehicles for the day and work downtown. Mr. Guentert also stated that there is a balloon payment due in 1990 on the parking structures currently owned and operated by the City. Mr. Vance informed Mr. Guentert that the City is not responsible for a balloon payment in 1990 as the garages were re -financed in the 1970's. Mrs. Guentert recommended that the Board advise the Common Council of this fact as the balloon payment information was provided to them from the Common Council. Mr. Guentert stated that the garages remain a burden on the taxpayer and reiterated his opinion that a shuttle service would work better than constructing a new parking garage. 1 1
