6 <br />REGULAR MEETING <br />SEPTEMBER 1, 1987 <br />approved a policy regarding the placement of signs in accordance <br />with the Municipal Code. She additionally reminded members that <br />the Municipal Code stipulates that: <br />1. No signs can be placed in the public right-of-way or <br />in the tree lawn area between the curb and sidewalk. <br />2. No signs can be placed on public utility poles without <br />approval. <br />3. In "A" Residential zones, use of signs is strictly <br />controlled. Signs permitted are: <br />a. A one -foot by one -foot sign at the location of <br />a professional' office on the structure itself; <br />b. Signs offering a property for sale by a realty <br />company or owner; <br />C. Temporary seasonal signs <br />Mrs. DeClercq stated that the policy adopted by the Board would <br />allow political yard signs during a primary or general election <br />campaign, under the designation of a temporary or seasonal sign. <br />Such signage must be placed on private property and not located <br />in the tree lawn area or on any other part of the public <br />right-of-way. <br />Mrs. DeClercq urged the cooperation of all candidates in advising <br />their campaign workers of this policy during the Fall election <br />campaign. Any signs placed in violation of the above regulations <br />will be removed by City work crews and taken to the Street <br />Department where they can be picked up. <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Vance and <br />carried, the policy on placement of signs as submitted by Mrs. <br />DeClercq and outlined above was approved. <br />REQUEST OF LA SALLE PARK DISTRICT COUNCIL, INC. FOR ASSISTANCE <br />WITH TRAFFIC PROBLEMS ON WEST WASHINGTON STREET - REFERRED <br />In a letter to the Board, Ms. Helen Williams, President, La Salle <br />Park District Council, Inc., 323 South Bendix Drive, South Bend, <br />Indiana, advised of continuing traffic problems on West <br />Washington Street. She stated that the Park has become a place <br />for undesirables and unwelcome visitors from nearby states to <br />congregate on West Washington Street and in the 100 block of the <br />residential streets. On occasions, traffic is blocked for <br />fifteen to thirty minutes until individuals finish their <br />conversations with each other. She further stated that because <br />of these problems, the elderly are afraid to fish in Beck Lake. <br />Upon a motion made by Mr. Vance, seconded by Mr. Leszczynski and <br />carried, the concerns mentioned above and the request for <br />assistance with traffic problems, was referred to the appropriate <br />City departments and bureaus for review and recommendation. <br />APPROVE LICENSE APPLICATION - RUBBISH AND GARBAGE REMOVAL <br />Mr. Leszczynski advised that the following one (1) Rubbish and <br />Garbage Removal license application has been received: <br />1. James A. Mitchem <br />3004 E. Corby, S.B. <br />It was noted that an inspection of the truck to be used has been <br />conducted by the Solid Waste Bureau and was found to be in <br />compliance. Upon a motion made by Mr. Vance, seconded by Mr. <br />Leszczynski and carried, the above license application was <br />approved and referred to the Deputy Controller's office for <br />issuance of a license. <br />
