REGULAR MEETING AUGUST 4, 1987 <br />It was noted that the Vacation Petition submitted by Mr. Paulson <br />indicates that he owns Lots No. 5 & 6 in the Kent and Garrison <br />Subdivision and is requesting the vacation of a portion of Scott <br />Street as stated above to reduce the amount of people who use Lot <br />6 as an ingress and egress to and from Scott Street and <br />Lincolnway. <br />There being no one else present wishing to speak either for or <br />against this proposed vacation and no written objections having <br />been filed with the Board, upon a motion made by Mr. Leszczynski, <br />seconded by Mr. Vance and carried, the Public Hearing on this <br />matter was closed. <br />Mr. Leszczynski advised that favorable recommendations have been <br />received from the Engineering Department, Area Plan Commission <br />and the Department of Economic Development concerning this <br />proposed vacation. <br />Mr. Vance indicated that he understands that the barricade <br />currently blocking Scott Street and L.W.W. was placed by the City <br />when the innerbelt was built. Mr. Leszczynski advised him that <br />that was correct and it was noted that the barricade was placed <br />when the innerbelt was built in 1967. Mr. Vance further <br />indicated that as he sees it, the basic problem is that people <br />are using Lot #6 as an access. <br />Mr. Paulson advised Mr. Vance that he was correct and the <br />vacation is being requested to stop the use of the property as a <br />raceway. <br />Mr. Vance advised Mr. Paulson that he could fence off Lot #6 at <br />the present time without the proposed vacation and that would <br />stop it from being utilized as a street. Mr. Leszczynski agreed <br />that Mr. Paulson could fence off his property at the present <br />time. Mr. Paulson stated, however, that vacating the street is a <br />better compromise as it will alleviate the problems experienced <br />yet allow the continued use of the property as access for the <br />residents and pedestrians of the neighborhood. <br />Mrs. DeClercq stated that as all the concerns which she had <br />regarding this matter have been addressed, she would like to make <br />a motion that the Clerk be instructed to forward to the Common <br />Council a favorable recommendation on the above referred to <br />vacation subject to any and all utility easements. Mr. Vance <br />seconded the motion and it carried. <br />APPROVE CONTRACTS - CAR WASHES FOR CITY VEHICLES <br />Mr. Leszczynski advised that pursuant to the award of bids on <br />July 21, 1987, for car washes for City vehicles, the appropriate <br />Contracts with Hi -Speed Auto Wash, 609 East LaSalle Avenue and <br />Don's Marathon & Car Wash, Inc., 1836 South Michigan Street, are <br />being submitted to the Board today for approval. Therefore, upon <br />a motion made by Mr. Vance, seconded by Mrs. DeClercq and <br />carried, the Contracts as submitted and referred to above were <br />approved and executed. <br />APPROVE ST. JOSEPH COUNTY JOB ' <br />G PROGRAM - FIXED UNIT COS <br />AGKEEMENT (SERVICES OF DEPUTY CITY ATTORNEY) <br />Mr. Leszczynski advised that Mr. Doug Johnson, St. Joseph County <br />Job Training Program, 317 West Washington Street, P.O. Box 1048, <br />South Bend, Indiana, has submitted to the Board an Agreement in <br />the amount of $3,600.00 which provides for the retainer services <br />of a Deputy City Attorney for advice and assistance on legal <br />matters relating to the conduct of the St. Joseph County Job <br />Training Program. <br />1 <br />1 <br />
