�17 REGULAR MEETING JULY 21, 1987 The Department of Economic Development has advised that they are presently working with the neighborhood organizations and other not -for -profits to develop a revitalization plan for the Washington -Walnut area and the Chapin Street area. Until the plan is developed, it is their recommendation that all City owned property in that area be held by the City. Mr. David Norris, Planner, Department of Economic Development, was present and advised the Board that he has been meeting with the neigborhood groups in this area. Based on their concerns and the projected revitalization of the area, it is being recommended that the request to purchase these properties by Hoosier Lawn & Garden, Inc., to be utilized for parking, be denied and that City -owned property in that area not be sold to anyone until a revitalization plan is in place. Mr. Vance inquired of Mr. Norris when the revitalization plan for the Washington -Walnut area would be developed. Mr. Norris stated that it is anticipated that the Plan would be developed by the end of this year. Therefore, upon a motion made by Mrs. DeClercq, seconded by Mr. Leszczynski and carried, the request to purchase the above referred to City owned property was denied. Mr. Neil Gilbert was present on behalf of Mr. Ben Tyler, President, West Washington -Chapin Revitalization Project, Inc. and addressed the Board. Mr. Gilbert stated that West Washington -Chapin Revitalization Project, Inc. has been working with the City and Mr. Norris and is trying to make progress in the West Washington Street area. He echoed Mr. Norris' comments and thanked the Board for their decision to deny the sale. He further stated that they would like to support the business requesting to purchase the property but not at the location selected and not without a comprehensive plan. In conclusion, Mr. Gilbert informed the Board that as Mr. Tyler, President of the West Washington -Chapin Revitalization Project, Inc. could not be present at the meeting today, he wanted the Board to know that they stand together with the City on this decision. APPROVE SIDEWALK SALE PERMIT APPLICATION Upon a motion made by Mr. Vance, seconded by Mrs. DeClercq and carried, the following one (1) Sidewalk Sale Permit application was approved: NAME: Ace's Mini City BY: Alice D. Kidy LOCATION: 1526 Miami Street DATES: July 23-25, 1987 PURPOSE: To sell doll house miniatures & crafts APPROVE AND/OR RELEASE CONTRACTORS AND EXCAVATION BONDS Mr. Melvin Humphrey, Engineering Department, recommended that the following Contractors and Excavation Bonds be approved and/or released as follows: CONTRACTORS BONDS C. Wardlow Construction Released Effective: 7/21/87 James C. Reinking Released Effective: 7/21/87 Eugene Williams, Jr. Approved Retroactive: 7/16/87 EXCAVATION BONDS Bob Frame Plumbing & Heating, Inc. Released Effective: 8/12/87 Elmer E. Boocher Released Effective: 8/27/87
