�17 <br />REGULAR MEETING JULY 21, 1987 <br />The Department of Economic Development has advised that they are <br />presently working with the neighborhood organizations and other <br />not -for -profits to develop a revitalization plan for the <br />Washington -Walnut area and the Chapin Street area. Until the <br />plan is developed, it is their recommendation that all City owned <br />property in that area be held by the City. <br />Mr. David Norris, Planner, Department of Economic Development, <br />was present and advised the Board that he has been meeting with <br />the neigborhood groups in this area. Based on their concerns and <br />the projected revitalization of the area, it is being recommended <br />that the request to purchase these properties by Hoosier Lawn & <br />Garden, Inc., to be utilized for parking, be denied and that <br />City -owned property in that area not be sold to anyone until a <br />revitalization plan is in place. <br />Mr. Vance inquired of Mr. Norris when the revitalization plan for <br />the Washington -Walnut area would be developed. Mr. Norris stated <br />that it is anticipated that the Plan would be developed by the <br />end of this year. <br />Therefore, upon a motion made by Mrs. DeClercq, seconded by Mr. <br />Leszczynski and carried, the request to purchase the above <br />referred to City owned property was denied. <br />Mr. Neil Gilbert was present on behalf of Mr. Ben Tyler, <br />President, West Washington -Chapin Revitalization Project, Inc. <br />and addressed the Board. <br />Mr. Gilbert stated that West Washington -Chapin Revitalization <br />Project, Inc. has been working with the City and Mr. Norris and <br />is trying to make progress in the West Washington Street area. <br />He echoed Mr. Norris' comments and thanked the Board for their <br />decision to deny the sale. He further stated that they would <br />like to support the business requesting to purchase the property <br />but not at the location selected and not without a comprehensive <br />plan. In conclusion, Mr. Gilbert informed the Board that as Mr. <br />Tyler, President of the West Washington -Chapin Revitalization <br />Project, Inc. could not be present at the meeting today, he <br />wanted the Board to know that they stand together with the City <br />on this decision. <br />APPROVE SIDEWALK SALE PERMIT APPLICATION <br />Upon a motion made by Mr. Vance, seconded by Mrs. DeClercq and <br />carried, the following one (1) Sidewalk Sale Permit application <br />was approved: <br />NAME: Ace's Mini City <br />BY: Alice D.
