i REGULAR MEETING MAY 19, 1987 The regular meeting of the Board of Public Works was convened at 9:36 a.m. on Tuesday, May 19, 1987, by President John E. Leszczynski, with Mr. Leszczynski, Mrs. Patricia E. DeClercq and Mr. Michael L. Vance present. Also present was Chief Deputy City Attorney Thomas Bodnar. AGENDA ITEM ADDED Upon a motion made by Mr. Vance, seconded by Mrs. DeClercq and carried, a request to advertise for the receipt of bids for the remodeling of the Computer Aided Dispatch Room at the Central Police Station was added to the agenda. APPROVE MINUTES OF PREVIOUS MEETING Upon a motion made by Mrs. DeClercq, seconded by Mr. Vance, and carried, the minutes of the May 12, 1987, regular meeting of the Board were approved. PUBLIC HEARING AND FAVORABLE RECOMMENDATION - ALLEY VACATION: 1 N/S ALLEY W. OF SUNNYSIDE RUNNING FROM WAYNE ST. SOUTH TO THE INTERSECTING E/W ALLEY Mr. Leszczynski advised that this was the date set for the Board's Public Hearing on the proposed vacation of the following alley: The lst north/south alley west of Sunnyside running from Wayne Street south to the intersecting east/west alley for a total distance of 112 feet, more or less. It was noted that this Public Hearing is being held in order for the Board to submit a recommendation to the Common Council concerning the Vacation Petition filed by Dr. & Mrs. Stephan G. Thompson, 1210 East Wayne Street South and Mr. and Mrs. Gregg Brasseur, 1206 East Wayne Street South. It was noted that Dr. & Mrs. Thompson and Mr. & Mrs. Brasseur are the only two (2) abutting property owners affected by this proposed vacation. Mr. Gregg Brasseur, 1206 E. Wayne Street South, South Bend, Indiana, Petitioner, was present and advised the Board that the vacation of the above referred to alley is being requested in order to prohibit individuals from driving through the alley at a high rate of speed and to insure the safety of their children. Dr. Stephan Thompson, also a Petitioner, 1210 East Wayne Street South, South Bend, Indiana, was present and stated that thefts to their properties have occurred with individuals trying to get into their yards. For this reason and also for the safety of the children, the vacation is being requested. There being no one else present wishing to speak either for or against the proposed alley vacation, and no written objections having been filed with the Board, the Public Hearing on this matter was closed. Mr. Leszczynski advised that favorable comments have been received from the Engineering Department, Area Plan Commission and the Department of Economic Development concerning this proposed alley vacation. Therefore, upon a motion made by Mr. Vance, seconded by Mrs. DeClercq and carried, the Clerk was instructed to forward to the Common Council a favorable recommendation on the above referred to alley vacation subject to any and all utility easements. PUBLIC HEARING AND FAVORABLE RECOMMENDATION - ALLEY VACATION: 1ST E/W ALLEY SO. OF HURON ST. RUNNING E. FROM KOSCIUSZKO TO THE 1ST NIS INTERSECTING ALLEY Mr. Leszczynski advised that this was the date set for the Board's Public Hearing on a proposed alley vacation described as follows:
