gmh <br />REGULAR MEETING <br />MARCH 17, 1987 <br />like to amend Mrs. DeClercq's motion by making a motion that in <br />addition to utility easements, the favorable recommendation be <br />subject to the dedication of additional public right-of-way to <br />accommodate 20 feet of turning radii in both directions. Mrs. <br />DeClercq seconded this Amendment to the original motion and it <br />carried. <br />Mr. Joseph Cira stated that he had no objections to the <br />dedication of additional right-of-way. <br />APPROVE POLICY ON PLACEMENT OF SIGNS <br />Mrs. Patricia E. DeClercq, Director, Department of Code <br />Enforcement, advised that the South Bend Municipal Code is very <br />specific regarding where signs can be placed and as Spring <br />approaches it is appropriate at this time to remind the community <br />and review the requirements of the Code regarding the placement <br />of signs. She advised those present of the following items: <br />1. No signs can be placed in the public right-of-way or <br />in the tree lawn area between the curb and the sidewalk. <br />2. No signs are to be placed on public utility poles without <br />approval. <br />3. In A -Residential zones, use of signs is strictly <br />controlled. Signs permitted are: <br />a. A one (1) foot by one (1) foot sign at the location <br />of a professional office on the structure itself. <br />b. Signs offering a property for sale by a realty <br />company or owner. <br />C. Temporary seasonal signs. <br />Mrs. DeClercq recommended that the Board approve a policy which <br />includes political yard signs, during a primary or general <br />election campaign, under the designation of a temporary or <br />seasonal sign. Such signage must be placed on private property <br />and not located in the tree lawn area or on any other part of the <br />public right-of-way. <br />Additionally, signs placed improperly in these areas will be <br />removed by City work crews and taken to the Street Department <br />where they can be picked -up. She further stated that a <br />site -distance problem exists when signs are illegally placed in <br />the public right-of-way at intersections and corners. <br />Therefore, upon a motion made by Mrs. DeClercq, seconded by Mr. <br />Vance and carried, the above outlined Policy on Placement of <br />Signs was approved. <br />APPROVE REQUEST TO AUTHORIZE BOARD PRESIDENT TO ENTER INTO AN <br />AGREEMENT WITH FAIR -PLAY SCOREBOARDS FOR SOLICITATION OF SPONSORS <br />FOR THE CONSTRUCTION AND INSTALLATION OF A SCOREBOARD (STANLEY <br />COVELESKI REGIONAL BASEBALL STADIUM PROJECT) <br />Mr. David Roos, Mayor's Administrative Assistant, requested that <br />the Board authorize Board of Public Works President John E. <br />Leszczynski to enter into an Agreement with Fair -Play <br />Scoreboards, P.O. Box 1847, Des Moines, Iowa, to solicit sponsors <br />for the construction and installation of a scoreboard at the <br />Coveleski Stadium. Mr. Roos stated that this is a routine part <br />of the construction of stadiums. In response to a question from <br />the news media, Mr. Vance stated that the Agreement referred to <br />above provides that discussions be held with Fair -Play <br />Scoreboards and does not involve any money. <br />
