<br />Residential Parking Zone on Wall Street west of John Adams High
<br />School. Upon a motion made by Mr. Leszczynski, seconded by Mr.
<br />Vance and carried, the Petition was referred to the Bureau of
<br />Traffic and Lighting in order that a traffic study be conducted
<br />to determine if ordinance requirements regarding the
<br />establishment of a restricted residential parking zone are met.

<br />In a letter to the Board, Ms. Diana M. Dolde, March of Dimes
<br />Birth Defects Foundation, Northern Indiana Chapter, 833 Northside
<br />Boulevard, P.O. Box 23, South Bend, Indiana, requested permission
<br />to conduct the 17th Annual WalkAmerica on Saturday, April 25,
<br />1987. Additionally submitted was a route which Ms. Dolde
<br />indicated was different than the route utilized in previous
<br />years. Upon a motion made by Mr. Leszczynski, seconded by Mr.
<br />Vance and carried, the request was referred to the Bureau of
<br />Traffic and Lighting, Police Department Traffic Division and City
<br />Attorney's office for review and recommendation.
<br />APPROVE LICENSE APPLICATION - RUBBISH AND GARBAGE
<br />Mr. Leszczynski advised that the following four (4) Rubbish and
<br />Garbage license applications have been received:

<br />It was noted that inspections of the trucks to be used had been
<br />conducted by the Solid Waste Bureau and all applicants were found
<br />to be in compliance. Upon a motion made by Mr. Leszczynski,
<br />seconded by Mrs. DeClercq and carried, the above license
<br />applications were approved and referred to the Deputy
<br />Controller's office for issuance of licenses.
<br />Additionally, upon a motion made by Mr. Vance, seconded by Mrs.
<br />DeClercq and carried, the license application of B & B Rubbish
<br />Removal, Inc., 55400 Pine Road, South Bend, Indiana, approved by
<br />the Board on February 24, 1987, was amended to reflect the
<br />addition of one new vehicle to be utilized by this company.
<br />APPROVE CARNIVAL AND CIRCUS LICENSE APPLICATION
<br />Mr. Leszczynski advised that Mr. David Lafflin, Circus Chairman
<br />for the South Bend Shrine Club, Inc., has submitted a license
<br />application to conduct the annual Shrine Club Circus at the 4-H
<br />Fairgrounds on May 28 and 29, 1987. Mr. Leszczynski further
<br />advised that the Bureau of Traffic and Lighting, Police
<br />Department, St. Joseph County Health Department and Area Plan
<br />Commission have reviewed the application and recommend approval.
<br />Additionally, Mr. Jack A. Mathews, Building Commissioner and
<br />Secretary of the Board of Zoning Appeals has advised that on
<br />February 26, 1987, the Board of Zoning Appeals granted a variance
<br />to the South Bend Shrine Club to conduct the circus at the 4-H
<br />Fairgrounds. Therefore, upon a motion made by Mrs. DeClercq,
<br />seconded by Mr. Vance and carried, the recommendation was
<br />accepted and the license application approved.
