WAU <br />REGULAR MEETING <br />FEBRUARY 24, 1987 <br />The regular meeting of the Board of Public Works was convened at <br />9:32 a.m. on Tuesday, February 24, 1987, by President John E. <br />Leszczynski, with Mr. Leszczynski, Mrs. Patricia E. DeClercq <br />and Mr. Michael L. Vance present. Also present was Chief Deputy <br />City Attorney Thomas Bodnar. <br />ADD/STRIKE AGENDA ITEMS <br />Upon a motion made by Mr. Vance, seconded by Mrs. DeClercq and <br />carried, the following items were added and/or stricken from the <br />agenda: <br />ADDED: <br />1. Revision to 1987 Holiday <br />2. Request to advertise for <br />street materials. <br />schedule for City employees. <br />the receipt of bids for <br />3. Request for House Move permit. <br />STRICKEN <br />1. Resolution No. 2-1987 to acquire property for additional <br />right-of-way. <br />APPROVE MINUTES OF PREVIOUS MEETING <br />Upon a motion made by Mrs. DeClercq, seconded by Mr. Vance, and <br />carried, the minutes of the February 17, 1987, regular meeting of <br />the Board were approved. <br />PUBLIC HEARING AND APPROVAL OF TAXICAB DRIVER'S LICENSE <br />APPLICATION - RICHARD A. QUIMBY <br />Mr. Richard A. Quimby, 1450 Candlewood Lane, Mishawaka, Indiana, <br />appeared before the Board concerning the February 10, 1987, <br />letter from Mr. Michael L. Vance, Director, Administration and <br />Finance, advising him of the denial of his application for a <br />Taxicab Driver's License. <br />Mr. Quimby stated that he understands the license was denied <br />because it was said he lied on the application regarding traffic <br />tickets in 1977, 1978 and 1979. <br />Mr. Leszczynski read several of the questions from the license <br />application which Mr. Quimby answered that he has never been <br />convicted of a misdemeanor, or has had his drivers or chauffeurs <br />license revoked or suspended. <br />Mr. Quimby stated that tickets were issued for a license plate <br />that he no longer owned and he was arrested at the cab company. <br />He further stated that that charge was dropped and he therefore <br />didn't think it was on his record. He further advised that in <br />1977, 1978 and 1979 he was driving a cab. <br />Mr. Leszczynski stated that a check of Mr. Quimby's background <br />revealed that on April 20, 1978 his license was suspended, on <br />November 27, 1978 the suspension was closed and on November 28, <br />1978 the license was suspended again. <br />In response to Board Attorney Thomas Bodnar's question of whether <br />the above referred to incidents occurred in St. Joseph County, <br />Mr. Quimby answered that they did. <br />Mr. Quimby stated that in 1980 he was issued a Texas driver's <br />license in Houston and he was never advised that his license had <br />been suspended in Indiana. He further advised that he had no <br />traffic violations while he resided in Texas. As noted on the <br />license application, Mr. Quimby did acknowledge receipt of a <br />speeding ticket in Indiana. <br />
