REGULAR MEETING <br />FEBRUARY 10, 1987 <br />39 <br />1 <br />1 <br />above referred to uniforms which were received and opened by the <br />Board on January 27, 1987. <br />Mr. Vance stated that Monarch Industrial Towel & Uniform Rental, <br />Inc., the current provider, was the low bidder in all categories <br />with the exception of Group V which relates to supervisory <br />uniforms. In that particular group, Monarch submitted a bid of <br />$6.00 as compared to the low bid by Todd Corporation of $4.98 per <br />week. However, when totalling costs on a weekly basis, Monarch <br />is the overall low bidder at $771.98 per week as opposed to Todd <br />Corporation's bid of $804.12. <br />Mr. Vance further stated that as the supervisory uniforms are <br />such a small portion of the overall uniform requirements, and as <br />it is easier to deal with one provider, he is recommending to the <br />Board that they award the uniform contract for the next ensuing <br />two (2) years to Monarch Industrial Towel & Uniform Rental, Inc. <br />based on their lowest weekly price. <br />Upon a motion made by Mrs. DeClercq, seconded by Mr. Leszczynski <br />and carried, the recommendation was accepted and the bid awarded. <br />APPROVE OFFICIAL ACTION - ESTABLISHMENT OF PREFERENTIALITY <br />(INDIANA DEPARTMENT OF HIGHWAYS) <br />Mr. Leszczynski advised that the Indiana Department of Highways <br />has submitted an Official Action which indicates that the <br />Department proposes to make certain traffic control improvements <br />as follows: <br />Preferentiality shall be established at the intersection <br />of U.S. 33 (Michigan Street) and Marion Street in the <br />City of South Bend, Indiana. <br />This intersection is signalized and in the event of need <br />for a flashing operation of the traffic signal, this signal <br />shall flash RED to all approaches. <br />All traffic on all approaches shall STOP before entering the <br />intersection of U.S. 33 (Michigan Street) and Marion Street <br />during the flashing operation of the traffic signal. <br />Therefore, upon a motion made by Mr. Leszczynski, seconded by <br />Mrs. DeClercq and carried, the Official Action as submitted was <br />approved and executed. <br />APPROVE TITLE SHEET - SOUTH BEND SIGNALIZATION PROJECT <br />Mr. Leszczynski advised that the Title Sheet for the above <br />referred to Project was being presented at this time for <br />execution. He stated that the intersections involved in this <br />modernization project are as follows: <br />- Hickory Road & Miracle Lane <br />- Logan Street & Mishawaka Avenue <br />- Calvert Street & Twyckenham <br />- Portage Avenue & California Avenue <br />- Portage Avenue & Forest Avenue <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Vance and <br />carried, the Title Sheet as submitted was approved and signed. <br />APPROVE REQUEST TO ADVERTISE FOR RECEIPT OF BIDS - SALE OF <br />ABANDONED VEHICLES <br />Mrs. Patricia E. DeClercq, Director, Department of Code <br />Enforcement, requested permission to advertise for the sale of <br />approximately twenty-three (23) abandoned vehicles, which are <br />
