REGULAR MEETING DEC -. MBE �: 12, 1) 8 8 <br />APPROVE RIGHT-OF-WAY CERTIFICATIONS: <br />- TWO (2) SIGNALS ON PORTAGE AVENUE <br />- MIAMI/JACKSON, IRONWOOD/EWING <br />Mr. Leszczynski advised that Mr. Michael P. Meeks, Director, <br />Division of Engineering, submitted to the Board Right -Of -Way <br />Certifications for the above referred o projects to be sent to <br />the Indiana Department of Highways ver fying that no additional <br />right-of-way was required for these p2jects. It was noted that <br />these Right -Of -Way Certifications are required as these projects <br />are being programmed for participation�in Federal Aid with <br />respect to construction costs. Therefore, upon a motion made by <br />Mr. Leszczynski, seconded by Mrs. DeClercq and carried, the <br />Certifications as submitted were approved and executed. <br />APPROVE REQUEST OF SOUTH GATEWAY IMPROVEMENT ASSOCIATION TO PLACE <br />TRASH RECEPTACLES AT VARIOUS LOCATIONS ALONG MICHIGAN AND MAIN <br />STREETS <br />Mr. Leszczynski advised that the appropriate City departments and <br />bureaus have reviewed the above referred to request submitted to <br />the Board on October 31, 1988 and recommend approval. Therefore, <br />upon a motion made by Mr. Leszczynski, seconded by Mrs. DeClercq <br />and carried, the recommendation was accepted and the request <br />approved. <br />APPROVE REQUEST OF ST. JOSEPH COUNTY RIGHT TO LIFE, INC. TO <br />CONDUCT ANNUAL MARCH - JANUARY 23, 1989 <br />Mr. Leszczynski advised that the appropriate City departments and <br />bureaus have reviewed the above referred to request submitted to <br />the Board on November 28, 1988 and recommend approval. It was <br />noted that all participants must stay on the sidewalks and obey <br />all traffic regulations. Upon a motion made by Mr. Leszczynski, <br />seconded by Ms. Humphreys and carried, the recommendation was <br />accepted and the request approved. <br />REQUEST OF THOMPSON ART STUDIOS, INC. FOR 15-MINUTE PASSENGER <br />LOADING ZONE AT 115 SOUTH WILLIAM STREET - REFERRED <br />In a letter to the Board, Ms. Pam Klebosits, Office Manager, <br />Thompson Art Studios, Inc., 115 South William Street, South Bend, <br />Indiana, requested that a 15-minute passenger loading zone be <br />established in front of their building at 115 South William <br />Street. Upon a motion made by Mr. Leszczynski, seconded by Mrs. <br />DeClercq and carried, the request was referred to the Bureau of <br />Traffic and Lighting and the Police Department Traffic Division <br />for review and recommendation. <br />APPROVE AFFIRMATIVE ACTION APPLICATIONS <br />Upon a motion made by Mrs. DeClercq, seconded by Ms. Humphreys <br />and carried, the recommendation of the Affirmative Action Review <br />Committee was accepted and the following applicants were approved <br />as qualified City bidders: <br />1. Hale Corporation, d/b/a Business Communication Center <br />2. Muszynski Insurance Agency <br />APPROVE TRAFFIC CONTROL DEVICES <br />Upon a motion made by Mr. Leszczyski, seconded by Ms_ Humphreys <br />and carried, the following four (4) traffic control devices were <br />approved: <br />1. NEW INSTALLATION - STOP SIGN <br />St. Joseph and Farnamen <br />
