REGULAR MEETING <br />NOVEMBER 7, 1988 <br />The regular meeting of the Board <br />9:32 a.m. on Monday, November 7, <br />Leszczynski with Mr. Leszczynski, <br />Ms. Katherine Humphreys present. <br />Attorney Marva Leonard -Dent. <br />of Public Works was convened at <br />1988 by Board President -John E.. <br />Mrs. Patricia E. DeClercq and <br />Also present was Assistant City <br />APPROVE MINUTES OF PREVIOUS MEETING <br />Upon a motion made by Mrs. DeClercq, seconded by Ms. Humphreys <br />and carried; the minutes of the regular meeting of, -the -Board of <br />Public Works held on October 31, 1988 were approved. <br />OPENING OF BIDS - INWOODS BLOCK RELANDSCAPING PROJECT' <br />This was the date set for receiving and opening of sealed bids <br />for the above referred to project. The Clerk tendered proofs of <br />publication of Notice in the South Bend Tribune and the <br />Tri-County News which were found to be sufficient. The following <br />bid was opened and publicly read: <br />L.L. GEANS AND SONS, INC. <br />56535 Magnetic Drive <br />Mishawaka, Indiana <br />Bid was signed by Rocky R. Geans, President, Non -Collusion <br />Affidavit was in order and a 5% Bid Bond was submitted. <br />BID: - TOTAL BASE BID - $39,687.60 <br />BASE BID PLUS ALTERNATE TOTAL - $50,681.00 <br />Upon a motion made by Mr. Leszczynski, seconded by Ms. Humphreys <br />and carried, the bid was referred to the Engineering Department <br />for review and recommendation. <br />PUBLIC HEARING AND FAVORABLE RECOMMENDATION - ALLEY VACATION: 1ST <br />E/W ALLEY S. OF THE INTERSECTION OF STULL AND LAFAYETTE STREETS <br />ON THE WEST SIDE OF LAFAYETTE RUNNING W. FROM LAFAYETTE A <br />DISTANCE OF APPROX. 165--FT: <br />Mr. Leszczynski advised -that -this was -..the - date -set -for -the - - <br />Board's Public Hearing on a proposed alley_ vacation described as <br />follows: <br />The First East-West Alley South of the intersection of <br />Stull and Lafayette Streets on the West side of Lafayette <br />Street running West from Lafayette Street a distance of <br />approximately 165 feet to the East side of the North and <br />South alley and same alley being between Lots 21 and 26 <br />and being 14 feet wide and running West from Lafayette <br />Street 165 feet to the East side of the North and South <br />alley all being in the Recorded Plat of Samuel C. Stull's <br />Second Addition to the City of South Bend, Indiana. <br />It was noted that this Public Hearing is being held in order for <br />the Board to -submit a recommendation to the Common Council - <br />concerning' -the -Vacation Petition -filed by -Mr. Melvin Reed, Melvin <br />Reed Professional Corporation,--128 East South-Street,--South-,Bend, <br />Indiana on behalf of Petitioners, W. H. Calvin Murdock, - <br />President, Omega Properties, Inc., 1330 South Franklin Street and <br />Irene Williams, 203 West Pendle Street, South Bend, Indiana.` It <br />was further.noted.that pursuant to South Bend Municigal.Code <br />Section 18-53.8, owners whose property abut the proposed alley to <br />be vacated as well as those within fifty (50) feet of the alley <br />to be vacated were notified of the Board's Public Hearing date. <br />Mr. Melvin -Reed, Melvin -Reed -Professional Corporation, 128 East <br />South Street; -South Bend, Indiana; -was present on behalf - of -=the <br />Petitioners.- -.Mr. -Reed advised --that the -purpose .-of--the vacation -- <br />is to allow Omega Properties, Inc. to build its corporate offices <br />at the location indicated above which includes a portion of the <br />above referred to alley. <br />
